The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is recruiting for a Director for the Office of Small & Minority Business Policy (OSMBP). The primary purpose of this position is to provide direct day-to-day management and oversight of Maryland's predicate Disparity Studies and analyses for the MBE, DBE, SBE, and ACDBE Programs, as well as the State's Video Lottery, Offshore Wind, and Medical Cannabis Industries. This role is responsible for leading and coordinating the efforts of the Studies management teams, which include the Governor's Office of Small, Women, and Minority Business Affairs (GOSBA), each of MDOT's business units/administrations, Office of Procurement (OOP), Office of the Attorney General (OAG), Office of Diversity Equity (ODE), and any consultants. In this Dynamic role, duties include but are not limited to the following:
- Assisting with the coordination of the MBE/DBE/ACDBE/SBE Programs at TSO and Modal Administrations.
- Providing leadership and coordination for the Studies' management team, (GOSBA, MDOT modal administrations, OOP, OAG, ODE, and all consultants).
- Monitoring, reviewing, and assessing the quality of all data, reports and other material submitted by the Study consultant.
- Coordinating and monitoring each MDOT administration's compliance with federal and state policy, laws, and regulations, which includes coordinating responses to sensitive and difficult inquiries regarding the small, minority and disadvantaged business programs.
- Preparing the review of briefing packages required for presentations and meetings related to the Studies.
- Representing MDOT at designated meetings and events with elected and appointed officials, government agencies, businesses, community groups and the general public as appropriate.
- Executing the certification application assistance and all other training workshops.
- Overseeing the development of strategic plans, workplans, and monitor implementation of related goals and objectives.
The current vacancy exists at MDOT TSO in the Office of Small & Minority Business Policy, which is located in Hanover, MD. (Anne Arundel County). PREFERRED QUALIFICATIONS: Education: A bachelor's degree from an accredited college or university. Experience: Seven (7) years of experience in project management and outreach. Five (5) years of demonstrated experience in the implementation of state and federal policy requirements for programs related to minority businesses. Four (4) years of this experience should include the supervision of employees. The ideal candidate will possess:
- Ability to effectively communicate in both oral and written forms
- Strong leadership and communication skills
- Public sector experience
- MBE/DBE/SBE/ACDBE program related experience
