Oversees the administration of all employee benefits programs & the retirement plan. Assists with design, implementation, & delivery of a comprehensive benefits package to meet the needs of an ever-changing workplace & workforce. Provides guidance and education on all benefits-related matters to employees. Ensures compliance with all applicable laws, regulations, and plan design. Supervises administrative assistant.

Licensing and Contractual Compliance:

* Maintains strict standards of confidentiality regarding employee records.

* Ensures compliance with all regulatory requirements.

* Remains current on changing Federal and State regulations and legislation impacting employee benefits.

* Complies with all InVision Human Services policies, procedures, and standard business practices.

* Maintains general current knowledge of state and federal employment law.

* Remains engaged and informed with current trends in the HR field and new laws and regulations. Demonstrates an understanding of the need for continuous learning.

Administrative:

* Research employee benefits plans and vendors to identify those that present the best value.

* Design, recommend, and implement new benefits programs. Examine plan design options and benefits cost changes.

* Negotiate with vendors and administrators for best plans, options, and rates.

* Serve as primary contact for plan vendors and third-party administrators.

* Coordinate transfer of data to external contacts for services, premiums, and plan administration.

* Evaluate and revise internal processes to reduce costs and increase efficiency.

* Document and maintain administrative procedures for assigned benefits processes.

* Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of required reporting and fees.

* Coordinate day-to-day benefits administration including, but not limited to, enrollments, terminations, COBRA, qualifying life events, life & disability claims, QMCSOs, rollovers, QDROs, distributions, loans, hardships, and compliance testing.

* Oversee maintenance of employee benefits files, maintain group benefits databases with carriers/providers as applicable, and update employee payroll records.

* Audit the accuracy and performance of functions performed by all benefit providers.

* Analyze current benefits, evaluating the use, services, coverage, effectiveness, costs, plan experience and competitive trends in benefits programs. Works with brokers/conultants to negotiate programs and maintain cost containment. Recommend changes to plans to the CHRO.

* Perform plan audits as necessary/required. Prepare, collect, and organize data for actuarial assessments.

* Review both short- and long-term cost estimates/projections and relevant statistical analyses regarding modifications in benefits programs and implementation of new programs.

* Survey industry trends. Complete benefits surveys and review information obtained from the results. Analyze complex benefits information. Forecast trends and assist with future benefits designs. Develop specific recommendations for review by management.

* Monitor administrative costs of benefits programs and recommend cost containment strategies, including alternative methods for administration and funding. Prepare budgetary recommendations and assist in the monitoring, verifying, and reconciling of budgeted funds.

* Manages annual open enrollment in its entirety.

* Determines and implements best methods to educate employees concerning the benefits package available.

* Assists with design and implementation of new programs as applicable such as wellness programs, voluntary benefit programs, or flexible benefit plans.

* Provide customer service support to internal and external customers. Develop communication tools to enhance understanding of the company's benefits package.

* Design and distribute materials for benefits orientations, open enrollment, and summary plan descriptions.

* Gather employee data and oversee the processing of monthly billings for payment of administrative fees for all group plans.

* Builds and maintains positive relationships with brokers and all plan providers.

* Assists all employees with benefits questions, claim issues, and status changes.

* Maintains all benefits deductions and enrolls employees in requested benefits plans within required time frames to remain compliant and ensure accurate accounting for employee costs.

* Ensures the timely removal of terminated employees from all benefits plans. Assists payroll with identifying reimbursements necessary.

Financial Management:

* Reviews and reconciles monthly benefits invoices ensuring accuracy and timeliness.

* Assists with the creation and maintenance of metrics for the measurement of cost-containment, cost-effectiveness, and utilization of the total benefits package.

* Assists with analysis of data to ensure we are providing the best value to employees as it pertains to employee benefits and meeting the strategic goals of the organization.

* Makes all expenditures within amounts approved by CHRO.

Supervisory Responsibilities:

Directly supervises administrative assistant. Responsibilities include coordination of employee training; planning, assigning, and directing of job tasks/duties; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience:

Bachelor's degree in Human Resources, Business Administration, or related field, plus a minimum of two years in a Benefits role or related Benefits administration experience. A fundamental knowledge of Benefits, HR, and Employment Law and the corresponding regulations.

Physical Demands:

While performing the duties of this job, the employee is frequently required to stand, walk, sit and talk or hear, use hands to finger, handle, or feel; reach with hands and arms; climb or balance; and taste or smell. The employee must occasionally lift and/or move up to 50 pounds.
