REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Substance Abuse Case Worker (Outreach) with the Broward Addiction Recovery Center.

General Description
The Outreach Team engages in various activities to educate and engage community residents who may need or be unaware of social services, including substance use treatment, that will improve or enhance their lives.
Key components of this Outreach program include identifying critical locations in the community where underserved residents may congregate; provide educational and informative presentations to a variety of groups; and assists in developing promotional material for public distribution and education.

Outreach duties may include, but are not limited to:
* Must be able to respond to various locations as scheduled.
* Travel to identified critical hotspot areas within Broward County to provide education, Narcan distribution, referral resources, screening and assessment of persons for BARC services
* Transport clients who meet criteria for BARC services to BARC
* Work with providers in the community to coordinate identified services (police departments, Homeless Assistance Task Force, Broward Health, Family Success, Housing Options, Solutions, and Supports Division (HOSSD), etc.)
* Work closely with the Division's Community Care Team (CCT) to support and enhance services provided to clients in the community
* Participate as a member of the Division's Public Education Awareness Team (PEAT) Committee to increase community awareness of BARC and its services in the community by attending community events and providing presentations to the schools and the community.
* Identify agencies and community providers who will benefit from education and training on substance use and services provided by BARC.
* Assist in planning, organizing, and conducting outreach programs, events, workshops, conferences, and discussion groups to promote BARC services, healthy behaviors, and community resources.
* Actively network to build and maintain positive relationships with community members, providers, agency representatives, supervisors and office staff.
* Work closely with hospitals and other agencies who provide behavioral health services (e.g. Henderson, Archways, Banyan, etc) to assist with coordinating services for clients in need of substance use treatment
* Work closely with the BARC's Medication Assisted Treatment (MAT) staff to provide support to clients in the program and assist them with remaining engaged in treatment
* Assist in preparing exhibits, brochures, flyers, posters, website, and other materials for public distribution and education to promote substance use treatment and reduce the stigma associated with recovery.
* May assist in compiling and maintaining records, reports and statistical information.
Minimum Education and Experience Requirements:

Requires a Bachelor's degree from an accredited college or university with major coursework in social work, psychology, gerontology, or closely related field.

(One year of relevant experience may be substituted for each year of required education, depending upon area of assignment.)

Requires two (2) years experience as caseworker or providing direct client services in an addiction/substance abuse treatment or mental health facility or program.

Special Certifications and Licenses
Depending upon assignment, Certified Addiction Counselor (CAC) Certification.

Must possess and maintain a valid Florida Driver's license and the ability to drive on county business.
Special Requirements
May be required to work nights/weekends/holidays.

Preferences
- Master's degree or higher from an accredited college or university with major course work in social work, psychology, or closely related field
- Master's Certified Addiction Professional (MCAP) or Certified Addictions Professional (CAP) or Certified Addiction Counselor (CAC) through the Florida Certification Board
- Certified Behavioral Health Case Manager (CBHCM) or Certified Behavioral Health Case Manager Supervisor (CBHCMS) through the Florida Certification Board
- Other closely related Credentials or Certifications through the Florida Certification Board
- Certification in Whole Health Action Management and/or Wellness Recovery Action Plan (WHAM or WRAP)
- Bilingual
- Experience working with the homeless community
- Experience developing and delivering presentations to the community

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Assists professional, clinical, or nursing staff in performing routine tasks associated with their job functions. Attends and participates in staff meetings. Assists with development and implementation of treatment plans.

Assists staff in monitoring visitors and program participants.

Enters data into departmental, divisional, agency, and/or ADM mandated software programs for charting, discharge, billing, and other related purposes.

Interacts with and monitors behavior of program participants throughout their daily routine. Prompts or encourages participation in scheduled program activities and may assist with conduct of routine activities.

Interacts with coworkers, program participants, and/or program participants families in a manner that supports the treatment or recovery plan and agency and County policy. Responds to inquiries about agency programs and services or refers inquiries to outside resources as appropriate.

Maintains confidentiality of program participants and program participant records.

May accompany or transport program participants going to receive health care, treatment, social services, etc.

May assist with facilitation or facilitate group education programs. May speak to groups and organizations on the nature and impact of addiction/substance abuse. May present training and educational modules for prevention presentations.

May assist with maintaining the cleanliness of the facility and in providing a safe and protected environment for program participants and staff.

May check and record program participant vital signs such as blood pressure, pulse, weight, temperature. May observe and collect urine specimens.

May collect and record receipt of monies for program services. May assist in determining program participants eligibility and application for financial assistance including Medicare.

May conduct community outreach activities and assist consumers in their recovery in accordance with the established methods and procedures of the agency's addiction/substance abuse treatment program and state regulations.

May conduct non-clinical comprehensive assessments, complete non-clinical recovery plans, and make referrals as needed.

May inspect belongings of program participants upon admission or while in an agency addiction/substance abuse rehabilitation/treatment facility.

May perform supervised case management activities. May discuss general and specific needs and problems relating to chemical dependency with program participants and families.

Participates in educational programs to maintain and increase job knowledge and skills.

Provides general administrative support such as filing, answering telephones, and logging in program participants.

Records pertinent information in program participant charts in keeping with agency charting protocols. Creates and maintains program participant records, which may include shift reports and clinical or case staffing. May use computer based office software applications.

Reports program participant behavior to clinical or nursing staff as needed. Assists in monitoring visitors. May provide supportive services and information based on personal experiences with addiction/substance abuse.

Performs related work as assigned.
