Position Summary

Data Technologies and Analytics Solutions (DTAS) in Data & Analytics (D&A) is an organization comprised of multiple functional teams. The remit of the Associate Director, Data Solutions and Operations Manager position within DTAS will have responsibilities in support of multiple domain portfolios, such as Clinical Development, Commercial, HR, Ethics & Compliance, and Legal Affairs and other corporate functions. The Data Solutions and Operations Manager is responsible for the development, implementation, and management of data approaches and tools across the organization in consideration of FAIR and ALCOA principles. Through collaboration with other D&A and DTAS pillars and cross-functional partners, this role ensures that data approaches and systems are efficient, secure, and support the organization's strategic objectives.

Reporting to the Senior Director, Data, AI, and Software Engineering, this role will work cross-functionally to deliver impactful innovation, quality, and delivery of the organization's data needs.

Key Job Responsibilities

  • Provide operational/technical/strategic direction to the various data needs to deliver against the broader Otsuka strategic plan and achievement of Corporate Goals.
  • Inform an effective enterprise data strategy (specifically clinical, operational, and real-world data)
  • Provide fit-for-purpose clinical development data stewardship strategies to enable key data insights to inform decision making and assist in business transformation initiatives.
  • Development and deployment, access, and maintenance of databases.
  • Develop and implement procedures for effective data management and operations.
  • Oversee the daily operations of data systems, ensuring data integrity, quality, and accessibility.
  • Collaborate with IT and business teams to design and implement data solutions that meet organizational needs.
  • Monitor and evaluate data systems to ensure they meet current and future business requirements.
  • Ensure compliance with legal and company regulations regarding data management.
  • Manage data integration and data warehousing projects.
  • Ensure data security and privacy measures are in place and adhered to.
  • Analyze and resolve data-related issues and provide recommendations for improvements.
  • Accountable to awareness and exploration of external landscape and emerging data technologies and trends in partnership across DTAS, D&A and IT stakeholders. Developing business cases, inclusive of ROI, designed to bring modern approaches forward and advocate for new data tools and technologies that will position internal stakeholder to deliver with industry-leading instruments.
  • Conducts ongoing assessment of evolving data policies and work practice needs across the organization. In partnership with Information Governance, develops new or enhancement of existing policies and work practices along with their respective training.
  • Regular monitoring and reporting on the operational health of the portfolio this role is accountable to deliver, using scorecards and metrics reflecting the functional performance of financials, quality, and cycle-time.
  • Function as a knowledge base and resource to project teams.
  • Contributes to enhancing the AI readiness and Data literacy of the Otsuka organization.

Knowledge, Skills, Competencies, Education, and Experience

Knowledge/ Experience and Skills:

  • Experience working within the pharmaceutical industry within analytics, data operations or data technology organizations.
  • Experience supporting development, corporate functions, and/or commercial portfolios spanning multiple products or therapeutic areas.
  • Experience with structured and unstructured data; well versed in data modeling, data warehousing, database design, applications, and large-scale processing systems.
  • Knowledgeable of FAIR and ALCOA principles and enabling practices.
  • Database Management: Knowledge of database management systems like SQL, Oracle, and MySQL
  • Knowledge of database management systems like SQL, Oracle, and MySQL
  • Understanding of data integration tools and techniques to manage data flow across systems.
  • Proficiency in Extract, Transform, Load (ETL) processes for data migration and warehousing.
  • Knowledge of data governance principles and practices, including data privacy laws and regulatory requirements.
  • Knowledge of security measures like encryption and access controls to protect data from unauthorized access and breaches.
  • Skills in managing data-related projects, including planning, execution, and monitoring.
  • Proven experience in data management, data solutions, and operations.
  • Strong understanding of data governance, data quality, and data integration principles.
  • Excellent leadership and team management skills.
  • Proficiency in data management tools and software.
  • Prefer experience with cloud data solutions and big data technologies.
  • Vendor management experience.
  • Strong analytical and problem-solving abilities.
  • Excellent communication, partnership and interpersonal skills to collaborate with IT, business partners and other stakeholders.

Educational Qualification:

  • Bachelor's degree, graduate degree preferred in Computer Science, Information Technology, Data Management, or a related field.
  • Prefer certification in data management or related areas.
  • Minimum 3 years of industry related experience within the pharmaceutical industry
  • Minimum 8 years of professional experience in related field

Physical Demands and Work Environment

  • Travel (approximately 15%)

Minimum $160,530.00 - Maximum $240,005.00, plus incentive opportunity: The range shown represents a typical pay range or starting salary for candidates hired to perform the work. Other elements may be used to determine actual salary such as the candidate's job experience, specific skills, and comparison to internal incumbents currently in role.
