About the Role

Culmen International is hiring a SME to support the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate and their Technology Scouting and Transition Office (TST). DHS is committed to using cutting-edge science and technology to make the United States more secure. The DHS S&T Directorate organizes and supports the scientific, engineering, and technological resources and applies these resources to produce and deploy technological tools and knowledge products to help protect the United States. TST leverages S&T staff, subject matter experts (SMEs), networks and databases, and other tools to search academia, labs, government sources, private industry, and international activity, Technology Scouting provides summary reports to support program planning and inform buy, build, or adapt decisions. Technology Scouting collects information on commercial-off-the-shelf (COTS) and government-off-the-shelf (GOTS) products, prototypes, R&D activities, and partnership opportunities to operate a refined, iterative process for quick and effective reporting.



What You'll Do in Your New Role

Analyzes data and technology transition processes to identify and integrate process improvement including the re-engineering of processes, development and integration of tools such as AI and PowerBI, and enhancements in data-visualization for reports, briefs, and technical documents. Provides technical support for system analysis and technical requirements. Provides system assessments and recommendations for technology requirements. Tests and analyzes emerging technologies into existing system configurations and integrating all systems peripherals for efficient and trouble-free operation. Revises existing systems and procedures to correct deficiencies and gain efficiencies and effectiveness in DHS missions and technology transfer activities.

    Data Collection and Analysis:
    • Proactively analyze data to answer key questions for stakeholders with an eye on what drives business performance and investigate and communicate which areas need improvement in efficiency and productivity.
    • Collect relevant data, such as metrics or market research, using statistical and analytical techniques.
    • Detect patterns and trends within large datasets.
    • Collaborate with cross-functional teams to understand data needs and develop tools for data collection, organization, and analysis.
  1. Reporting and Visualization:
    • Create reports for internal teams and stakeholders through data interpretation and analysis, with reporting components from multiple data sources.
    • Visualize data using graphs, infographics, and other methods and or tools.
    • Using data storytelling for building a compelling narrative based on complex data and analytics to inform audience.
  2. Data Integrity and Accuracy:
    • Design and maintain databases and data systems.
    • Ensure data accuracy and integrity.
    • Process information collaboratively with other analysts and associates.
  3. Strategic Planning:
    • Provide recommendations to Fed leads and leadership based on data insights.
    • Assist leadership in strategic planning.


Required Qualifications

  • Education and Relevant Experience Requirements are Bachelor's and 10 years of experience; or Master's and 5 years of experience.
  • U.S. Citizen
  • DHS Suitability or ability to obtain DHS Suitability (will be required to start work)
  • Understands use and integration of AI tools
  • Experience in process improvement
  • DHS S&T Experience
  • Experience working remote in a professional team environment
