Facilities Services is a unit in Campus Operations Division, which is a part of a broad division of Administration and Finance that includes all aspects of facilities management at East Carolina University. East Carolina University is the third largest university in the University of North Carolina system with approximately 28,000
FTS and a staff of over 6,000. The university is comprised of more than 7 million square feet of facilities located on approximately 1400 acres with physical assets in excess of $1.5 billion. This includes the Main, Health Sciences, and West Research Campuses, and satellite locations throughout North Carolina associated with university programs. Facilities Services has an annual budget in excess of $30 million and employs approximately 500
FTE. Major functions include facilities maintenance and housekeeping services.
Facilities Services primary purpose is to plan and perform corrective and preventive maintenance functions on all building structures and equipment and utility infrastructure. Corrective maintenance returns equipment to optimal design performance after failure or upon degradation from age, adverse operation conditions, etc. Preventive maintenance minimizes equipment failures and reduces corrective maintenance. |
Job Duties |
Recycling/Waste Diversion Coordinator for the University. Manage Recycling Services and the Solid Waste Removal department.
Manage the Recycling Services department within Facilities Services/Grounds Services. Ensure daily collection of recyclables remains on schedule. Accommodate pickup requests. Determine the allocation and placement of collection bins for the most efficient strategy. Manage the contracts with recycling vendors (aluminum, white paper, cardboard, plastics, scrap metal) and resolve contractual difficulties and contamination issues. This position must anticipate market fluctuations and prepare budget forecasts and requests. Expand the program to meet State mandate. Look for cost effective ways to expand the program. Compile annual reports (State of NC,
ECU Strategic Plan,
ECU Sustainability Report, Greenhouse Gas Inventory, and
STARS Report). Provide training and education to recycling staff and the campus community. Manage use of Recycling vehicles. Perform supervisory/personnel duties of evaluations, hiring, disciplinary action, etc. Manage the annual operating budget including generating revenue generated by marketing of recyclable materials.
Perform duties of Campus Waste Diversion Coordinator. Activities might include: support movement to "Green Labs", expand Athletic event recycling and composting, expand composting efforts, work with Dining Services on new and innovative initiatives, create Recycling Competitions on campus, work on Zero Waste Program, and advance the Green Office Program.
Manage the Refuse removal unit of the Facilities Services Grounds Department. Ensure daily collection of refuse remains on schedule. Accommodate pickup requests. Determine the allocation and placement of dumpsters for the most efficient strategy. Manage the contracts with refuse vendors (compactors) and resolve contractual difficulties and contamination issues. Provide training and education to refuse staff. Manage use of Refuse vehicles. Perform supervisory/personnel duties of evaluations, hiring, disciplinary action, etc.

Minimum Education/Experience |
Bachelor's degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. |
License or Certification Required by Statute or Regulation |
Candidate should possess a valid NC driver's license and be eligible to operate a state-owned vehicle in accordance with the
ECU property policy. |
Preferred Experience, Skills, Training/Education |
Previous experience in a university setting managing recycling and/or waste diversion is preferred. Knowledge of recycling policies in the state of North Carolina is desired. |
