The Broward County Board of County Commissioners is seeking qualified candidates for the Human Services Administrator (Housing Innovation) position in the Housing Options, Solutions, and Supports Division (HOSS-D) of the Human Services Department (HSD).
General Description
The purpose of this class within the organization is to assist the Division Director and Assistant Director in the administrative and operational oversight of HOSS-D and in the development of innovative strategic direction and guidance in the areas of housing, homeless reduction, and prevention as part of the division's senior leadership team. This class works under administrative supervision and is responsible for developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
The Human Services Administrator will work collaboratively with a broad-based network of public and private providers and will be focused on utilizing practices that are informed by data, honor the different perspectives of all stakeholders, are trauma-informed, and promote equity. The Human Services Administrator will work to maximize resources while monitoring emerging trends, tracking progress, and shifting priorities as needed.
The Human Services Administrator is an innovator, highly energized, highly organized, results-oriented leader, and effective planner with a strong track record of implementation and oversight who is fully committed to making homelessness rare, brief, and non-recurring in Broward County and is capable of creating or seizing opportunities to improve service effectiveness, and client outcomes and build strategic partnerships with other organizations.
Coordinates social/human services within a large geographic area of Broward County and manages multi-service regional human services facility/facilities. Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires a Master's degree from an accredited college or university with major coursework in business, health or public administration, social sciences, human services, or closely related field.
(One year of relevant experience may be substituted for each year of required education, depending upon area of assignment.)
Requires four (4) years progressively responsible administrative experience in administering and evaluating housing social services, and/or programs for individuals and/or families experiencing homelessness health care, human services, social services casework, or the provision of social services to children and families including at least two (2) years of supervisory and/or social service program administration experience.
Special Certifications and Licenses Required
Must maintain a valid Florida Class E Driver's License and be able to maintain authority to drive on County business.
Preferences
Doctorate degree in a related field
HUD or other federal grant writing experience
One (1) year of procurement experience
Experience developing innovative social services programs

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Collaboratively work to help end Broward County's housing and homelessness crisis by creatively rethinking how we build, finance, and deliver housing while expanding economic mobility and racial equity.
Work with the HOSS-D team and our provider network to operationalize innovative and strategic solutions to help end Broward County's housing and homelessness crisis.
On a local, state and federal level, develop and maintain relationships with governmental agencies, not-for profit programs, private and public funding sources, and businesses as necessary to successfully implement HCoC/Broward County's housing goals and objectives.
Compare local data trends with national findings and make recommendations regarding changes in policy or practice.
Collaborate with internal and external partners to utilize data for evaluation and system coordination and improvement.
Integrate use of data and performance measures into the culture of the homeless housing system.
Assist in the preparation of plans and reports as required by funding sources (e.g. Broward County's budget process, HUD's Consolidated Plan, Continuum of Care plans and status reports regarding efforts to end homelessness, etc.)
Help ensure homeless services are fully compliant with regulatory requirements.
Work closely with HCoC and HSD staff in searching for housing and homeless related grants, RFPs and foundation requests. Assist in the drafting of proposals/applications for funding from these sources.
Assist in the Broward County HUD NOFO and County RFP processes.
Research innovative solutions or approaches of other jurisdictions working to end homelessness, along with reviewing their successes, challenges and barriers. Consider feasibility, planning and implementation of similar approaches in Broward through SWOT (or similar) analysis.
Search for new homeless and housing opportunities.
Keep current with legislative proposals and the effects they may have on Broward County homelessness programs or HOSS-D organizational programming or funding to ensure we are able to advocate accordingly.
Assist the Director in managing the day-to-day operations of the Housing Options Solutions and Supports (HOSS) Division.
Collaborate in the development of competitive solicitations to procure housing and housing support services.
Assist in the development and implementation of divisional policies and procedures.
Successfully navigate challenging and complex systems and assesses the socio-political and economic implications of new policies and regulatory changes on county services, the homeless system of care, and human rights in effort to promote and ensure equal treatment, access, and inclusion for all persons within Broward County in a manner that fosters unity, diversity, and tolerance through quality public service.
Analyze or identify issues and propose solutions, changes or updates and develop related written documentation (correspondence, memos, emails, and reports).
Direct and supervise professional and administrative staff as assigned.
When necessary, serve as the County's representative to designated community stakeholder groups.
Coordinates social or human services within a large geographic area of Broward County and manages multi-service regional human services programs; provides supervision to subordinate staff; coordinates staff schedules and work assignments; completes staff?s performance reviews and evaluations.
Designs and implements systems to track and gather data for all required reports and program planning; prepares weekly, monthly and quarterly reports related to Performance Measures.
Consults, reviews, assesses and approves direct service interventions; reviews, transfers, encumbers and maintains Division budget; reviews and approves Request for Disbursement packets.
Develops and maintains collaborative relationships with profit, non-profit, and faith-based agencies, academic institutions, cities and community groups to identify and implement services to address individual, family and community needs and concerns.
Designs, implements and maintains a system to collect data to identify and analyze trends, for on-going program and service information for reports and planning, and to measure program outcomes, personnel performance and operational functions.
Assists in development of Division policies and operating procedures and special projects.
Develops, implements and recommends strategies to carry out Divisions goals and plans, and evaluates services/needs.
Directs the operations of the section including oversight of all contracts, personnel, and relationships with internal and external groups involved in planning, delivery and monitoring of programs and services.
Serves as staff liaison and provides administrative support to various boards and committees; prepares highly complex materials about County services, the local system of care, and state and national policy.
Develops plans to address community needs including launching new programs, and presents recommendations to the division, department, boards, committees and Commission; serves as the County's representative to high-level funder and stakeholder boards and councils and other groups to plan and evaluate systems of care.
