JOB SUMMARY

The Substance Use Disorder (SUD) Counselor Supervisor reports to the Program Director and is responsible for managing the SUD services provided at the Male Community Reentry Program (MCRP). The MCRP is designed to help individuals transition from incarceration to community life, and the SUD Counselor Supervisor is pivotal in facilitating this process through structured residential support and services. This position supervises the SUD counseling staff to ensure the effective and compassionate delivery of care for residents within the MCRP. The SUD Counselor Supervisor may carry a small caseload and provide direct counseling services, including both individual and group sessions, tailored to the diverse needs of MCRP residents.

ESSENTIAL JOB RESPONSIBILITIES



  1. Function as a member of the Kennemer MCRP leadership team to assist in reviewing, planning, organizing, implementing, and evaluating all program services and activities.
  2. Provide direction and training to all counseling staff to ensure understanding and compliance with existing agency policies, procedures, treatment planning, levels of care, and MCRP contract Scope of Work (SOW).
  3. Review resident files and audit SUD counseling services, treatment planning, service levels, counseling intervention methods, case coordination, documentation, and progress.
  4. Ensure all program and state requirements are met with documentation to ensure staff are noting significant interventions, progress toward the attainment of the individualized treatment plan goals, employment efforts, employment status, and case conference results.
  5. Provide direct SUD individual and group counseling, assessment, and treatment planning services as needed.
  6. Assist with reviewing referrals, and intake procedures.
  7. Assist with recruiting, hiring, onboarding, and familiarizing new hires with the MCRP SOW, agency policies, program procedures, safety protocols, illness prevention, ethics, and confidentiality.
  8. Provide ongoing evaluation of direct reports, provide regular feedback on work assignment priority, accuracy, productivity, service quality, time management, general attitude, career development, and any other functions related to work performance.
  9. Serve as liaison and agency representative to foster consistent communication, collaboration, and partnership with the California Department of Corrections and Rehabilitation (CDCR) representatives, community organizations, and community providers.
  10. Ensure the timely submission of documentation, reports, and billing within the CDCR centralized web-based data system Automated Reentry Management System (ARMS).
  11. Ensure direct staff follow the agency's timecard, PTO (Paid Time Off), and California's rest and meal period policies and monitor staff timesheets to ensure they are completed accurately.
  12. Will provide support in crises or incidents and will be responsible for documenting the event to record the action taken, and the outcome in an incident report.
  13. Assist residents with completing non-work or education-related passes, verify the accuracy and completeness of appointment details and travel routes.
  14. Assist residents with becoming familiar with the MCRP program procedures and guidelines.
  15. Will be available to support the Program Director in the event of a crisis situation or to cover shifts including 1st, 2nd, 3rd and weekend shifts as needed.
  16. Assist with program evaluation, data collection, and outcome measures.
  17. Complete a minimum 40 hours of training annually per Turning Point training requirements.
  18. Attend and assist with facilitating regularly held staff meetings, treatment team meetings and in-service training.
  19. Will drive on Agency business as needed.
  20. Be on-site at the assigned location during regularly scheduled work hours.


ESSENTIAL JOB REQUIREMENTS



  1. Possess a Licensed Clinical Social Worker Certificate or Master's Degree in Social Work; or a Bachelor of Arts degree in Social Sciences with one (1) year of experience supervising counseling staff in a substance use disorder (SUD) treatment program, and possess an AOD Counselor certification by an accredited certifying organization; OR
  2. Possess a four (4)year degree in Behavioral Sciences or a related field and the equivalent of two (2) cumulative years of full-time experience supervising counseling staff in a SUD treatment program, and possess an AOD Counselor certification by an accredited certifying organization; OR,
  3. Possess a high school diploma or equivalent with six (6) cumulative years of full-time experience supervising counseling staff in a SUD treatment program; and possess an AOD certification by an accredited certifying organization.
  4. AOD certification must be in good standing.
  5. CPR and First Aid Certification Preferred.
  6. Knowledge of substance use disorders, addictions, and related disorders, and ability to provide interventions and SUD treatment groups.
  7. Ability to work effectively and professionally with staff and program participants.
  8. Ability to manage priorities and workflow.
  9. Must be proficient in providing individual and group counseling services.
  10. Must have experience utilizing cognitive behavioral interventions
  11. Ability to write substantive and grammatically correct treatment plans, case/clinical notes and discharge summaries.
  12. Intermediate computer skills in Microsoft Word, Excel, Outlook and PowerPoint, Office 365, Teams, Zoom and other communication/meeting platforms.
  13. Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
  14. Ability to pass a criminal background check.
  15. Ability to pass a pre-employment physical, drug screen, general physical, and TB test.
