The Broward County Board of County Commissioners, Transportation Department is seeking qualified candidates for the Construction Project Manager position in its Capital Programs Division, Bus Rapid Transit area.

The Construction Project Manager in Bus Rapid Transit will perform advanced professional and administrative work related to bus stop improvements. Work will include scope and design development, installation of shelters and related amenities, ADA improvements, bus bays, and related work.

General Description

Performs advanced professional and administrative work in the design and management of construction projects for the County.

Works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements

Requires an Associate degree* from an accredited college or university with major coursework in Architecture, Civil Engineering, Construction Management, or closely related field.

Requires eight (8) years of professional engineering and/or construction management experience relevant to the area of assignment or closely related experience.

Special Certifications and Licenses

Must possess and maintain a valid Florida Driver License for duration of assignment

Preferences

  • Master's Degree from an accredited college or university with major coursework in Architecture, Civil Engineering, Electrical Engineering, Construction Management, or closely related field
  • Project Management Professional Certification (PMP)
  • Registered Architect and/or Professional Engineer Licensure
  • Maintenance of Traffic Work Zone Control (Intermediate Level)
  • Construction Management Association of America Certification
  • American Concrete Institute Certification
  • 3 or more years of extensive experience in Trimble SketchUp Pro and/or BIM Software (Revit/ArchiCAD)
  • 3 or more years of extensive experience in Adobe, Microsoft, GIS, and/or Google-based software products
  • 3 or years of extensive working knowledge of cost estimating and scheduling software products


DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Develops and prepares engineering plans and designs for a variety of construction projects including cost estimating and scheduling.
Develops consultant contracts and amendments including scope development, staffing structure, hours worked and related wages; monitors federal, state, and county funding requirements; oversees consultants in the development of construction projects; issues work orders to consultants, surveyors, and testing labs; reviews consultants' plans and specifications at various stages of development for conformance to design standards, completeness, and accuracy; monitors consultants' cost estimates and verifies consultant's invoices and recommends payment.
Develops construction contracts including specifications, schedule requirements, and funding-specific requirements; coordinates bid advertisements; schedules and assists in conducting pre-bid conferences with consultants and contractors; assists in evaluating bids and making recommendations for award of contract.
Works with in-house scheduler and contractors to develop construction schedules; monitors construction progress; works with contractors in the development and processing of change orders; processes and maintains records of contractor and consultant invoicing.
Manages in-house and consultant inspection teams to monitor construction operations; reviews contractor's requests for Substantial and Final Completion; prepares punch list and monitors completion of pending items; works with receiving agency/division on enforcement of warranty items.
Prepares required paperwork for capitalizing and closing the project; performs special investigations, site analyses, and feasibility studies and submits technical and management reports.
Meets with consultants, contractors, utility organizations, city, state, federal agencies, civic associations, business and community leaders, property owners, and attorneys; assists with preparing the budget for capital expenditures.
Travels to job sites as required.
Performs related work as assigned.
