JOB SUMMARY: The Family Rehousing Stabilization Program (FRSP) is a scattered-site rapid rehousing program for formerly homeless families in the District of Columbia. The Case Manager-Housing provides housing crisis intervention and resolution for program participants. The position establishes and develops linkages of program participants with landlords, property managements, community service providers, legal system and others in the community to problem solve issues related to participants' housing in the community.

ESSENTIAL DUTIES and RESPONSIBILITIES:



  • Provide direct, safe housing services to FRSP's 150 households including: housing crisis intervention, advocacy, referrals, and other supports to ensure positive housing outcomes.

  • Collaborate and provide outreach services to expand housing resources.




    1. Network and participate in community meetings and events on behalf of the Catholic Charities FRSP.



    2. Present information about Catholic Charities FRSP to landlords, property management and other entities.



    3. Recruit landlords and property management.





  • Create and maintain complete and accurate case records to include entering data in the designated databases such as: the Homeless Maintenance Information System (HMIS), QuickBase and STEP within contract requirement timelines.



  • Track and review program participants rental obligation payment data, and act as a liaison between participants, Greater Washington Urban League, and landlord/property management to resolve discrepancies.



  • Complete necessary reports as required by program contract and the Agency.



  • Oversee and maintain housing quality program practices, ensuring compliance with best housing practice standards, contract grant requirements, and agency practices and procedures aligning with the Council on Accreditation (COA).



  • Participate in required Agency meetings and trainings.





    EDUCATION and EXPERIENCE:



    • Bachelor's degree in human services or related field.

      • If with a Social Work degree, Social Work licensure in the appropriate jurisdiction is required.
      • If with a Professional Counseling degree, Professional Counseling licensure in the appropriate jurisdiction is required.



    • One (1) year experience in direct services with vulnerable population.



    • One (1) year experience with housing assistance programs in the D.C. Metro area.



    • One (1) year experience coordinating with community agencies and private parties to connect clients with housing opportunities.



    • Driving is required. Must have a valid driver's license and clean driving record. Use of a personal vehicle may be required.




    SKILLS and COMPETENCIES:



    • Knowledge of Housing First and Rapid Re-Housing principles and practices.
    • Knowledge and understanding of tenant's rights and responsibilities, appropriate housing resources, subsidy programs for those experiencing homelessness, tracks and access community resources.
