Moffatt & Nichol is actively searching for an Entry-level Environmental Planner to join our team in Raleigh. This entry-level professional will assist and support mid- and senior-level engineers, planners and scientists with planning and environmental (NEPA) requirements and documentation for transportation and infrastructure projects. Our entry-level Planner may also be given learning and growth opportunities by assisting with the preparation of other types of planning and technical assistance for projects related to resilience, ports, rail, coastal, and urban waterfront activities.

Duties and responsibilities:

  • Assist with the preparation of documents and graphics to support National Environmental Policy Act (NEPA) and State Environmental Policy Act (SEPA) projects and associated permit applications
  • Work with mid- and senior-level engineers to collect and analyze data from various sources to provide technical assistance to project managers in analyzing projects and environmental impacts
  • Conduct research, and assessment of projects and proposed activities based on existing federal, state and local guidelines, policies and regulations
  • Provide input and draft technical reports and memoranda (Biological Assessments, Essential Fish Habitat studies, Community Impact Assessments, etc) in support of project development, including the NEPA/SEPA process
  • Assist with and prepare stakeholder and agency outreach activities and presentations
  • Assist other scientists and engineers with field visits and inspections
  • Coordinate and communicate with a variety of audiences including clients, engineers, scientists, stakeholders, regulatory agencies, and private companies using best practices, and maintaining effective professional and working relationships.
  • Participate in meetings and educational seminars
  • Support and comply with Moffatt & Nichol's Quality Program

Qualifications:

  • Bachelor's degree in urban and regional planning, transportation planning, engineering, or one of the environmental sciences
  • 0-2+ years of experience in data collection and analysis, or A/E/C industry experience
  • Knowledge of NCDOT and NC State environmental regulations and practices
  • Demonstrated ability to utilize Outlook, Word, Excel, PowerPoint, etc. and organize multiple planning and research project and studies
  • GIS skills required
  • Exceptional communication (verbal and written) skills in order to work with a variety of technical and non-technical professionals
  • Detail-oriented for analyzing and interpreting scientific data
  • Ability to perform basic mathematical and statistical calculations
  • All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171

Physical requirements:

Majority of work is office based. Some site visits may be required which may necessitate navigating unpaved or natural terrain while carrying equipment.
