Educational Specialist II - Gifted & Advanced Learning (Title I)

Provides professional support and direct assistance to Title I Schoolwide schools as a part of City Schools' expansion of gifted and advanced learning programming in order to increase access in high poverty schools. Assists with coordinating systemic activities related to gifted and advanced learning and assists in monitoring the objectives, goals and outcomes established by the office of Differentiated Learning and the Executive Director of Teaching and Learning. Provides support to Title I schools through coaching and professional learning for teachers and staff. Plans and assists in administering the implementation of instructional strategies to support a successful academic program. Keeps abreast of current research and exemplary program practices related to Gifted and Talented education.


Essential Functions



  • Provides supports directly to Title I schools to administrators and teachers.
  • Advocates for use of specific programs and curricula designed for gifted learners aligned to NAGC standards and IHBB/IHBB-RA.
  • Plans and delivers content-based professional development activities for teachers and administrators in Title I Schoolwide programs.
  • Develops, designs, and implements staff development programs at Title I Schoolwide schools.
  • Participates in the formal identification process of gifted and advanced learners in alignment with COMAR and district guidelines for Title I schools.
  • Participates in the evaluation and selection of supplemental instructional materials.
  • Researches and recommends gifted and advanced learning instructional techniques and best practices.
  • Collaborates with educators in multiple disciplines to identify and develop differentiation and intervention strategies.
  • Keeps abreast of current research and exemplary program practices related to gifted and talented education.
  • Remains current of City Schools' standards for quality instruction and student performance and assists teachers and administrators of Title I Schoolwide schools in developing goals and strategies to meet those standards.
  • Participates in special projects conducted by City Schools for the improvement of gifted and advanced learning education within Title I Schoolwide schools inclusive of EGATE, the Talent Mentoring Program, and the Baltimore Emerging Scholars program.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and professional standards.

Desired Qualifications



  • Masters degree in Education or related field, or Model Teacher pathway. Degree must be from an accredited college or institution.
  • Valid Maryland State Department of Education Advanced Professional Certificate (APC) with applicable endorsement.
  • Valid Maryland State Department of Education Gifted and Talented Education Specialist certification - or an equivalent endorsement in Gifted from another state - preferred.
  • Three years teaching experience including experiences with gifted students.
  • Three years teaching experience at the Primary or Elementary level - preferred.
  • Demonstrated ability to deliver professional development.
  • Knowledge of the full spectrum of differentiated instruction related to Gifted and Talented education.
  • Knowledge of standards and current curriculum framework and of current "best practices" in curriculum, instruction, and assessment.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations.
  • Interpersonal skills that ensure effective teambuilding and understanding for the team process.
  • Skilled in interpreting, understanding, and applying data.
  • Ability to provide training and instruction to teachers, staff, and administrators.
  • Proficient in the knowledge and use of technical computer applications.
