Job Summary GateWay Community College (GWC) is seeking a highly organized and detail-oriented Fiscal Supervisor to lead and supervise staff in the operation of assigned Fiscal Business Services. This position oversees a wide range of fiscal responsibilities including purchasing, fiscal purchasing, Card administration, accounting and reporting management, business agreements and contract management, payroll, budget management, and fund transfers. Reporting to the Finance and Business Services Director, the Fiscal Supervisor serves a key role in ensuring that all financial processes comply with institutional policies and regulations. Essential Functions 30% Purchasing Operations: Manage the end-to-end purchasing process, overseeing the approval of capital funds, grants, and other funding requisitions, as well as expense requests and purchase order issuance. This responsibility includes the implementation of fiscal business practices and training, as well as providing support for the college's purchasing activities related to accounts receivable and accounts payable. 30% General Business Agreements: Review and process general contracts and agreements for the college, ensuring adherence to legal and regulatory requirements. Assist with the administration of facility use agreements as necessary. Develop, analyze, and implement administrative procedures, guidelines, and policies in alignment with MCCCD regulations, ensuring compliance with all relevant policies and standards. 20% Accounting and Finance Budget Oversight: Oversee the processing of expenses, budgets, and fund transfers. Monitor financial transactions for irregularities and provide detailed financial reports with professional analysis and actionable recommendations. Perform payroll expense reconciliation and offer guidance on fiscal policy and regulatory compliance. Prepare, monitor, and manage budgets and related expenditures to ensure financial integrity. 15% Supervision of Fiscal Operations Staff : Lead and supervise fiscal operations staff, offering backup support to fiscal officers for P-Card administration, travel authorization, and payroll management tasks. 5% Other duties as assigned: Assists the Finance and Business Services Administrator/Director with project coordination and management, including training events. Plan, organize, and conduct fiscal training sessions and formal workshops. Contribute to the department's strategic planning initiatives and represent the College in CFO meetings and other relevant fiscal committees. Minimum Qualifications Bachelor's Degree from a regionally accredited institution in finance, accounting or directly related field, four (4) years of experience providing oversight of assigned fiscal function related to area of assignment, which includes two (2) years of lead work or senior level experience. OR An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered. Desired Qualifications A. Master's Degree from a regionally accredited institution in Finance, Accounting, or a directly related fiscal services field. B. Three (3) years experience in working within higher education fiscal operations (cashier's, finance & budget). C. Three (3) years' experiences in performing fiscal responsibilities related to purchasing operations and/or procurement card (p-card) management. D. Three (3) years' experiences in processing contracts and agreements for a higher education institution. E. Experience in financial reports with Excel, Adobe programs, and higher education financial systems. Special Working Conditions
