The Talent Management team works in partnership with the Council's divisions to provide proactive solutions for workforce needs including recruiting, selecting, and retaining great employees.

How your work would contribute to our organization and the Twin Cities region:

The Talent Acquisition Specialist is an entry-level position within Talent Management and is responsible for routine recruitment and selection recruitments primarily for bus transportation and rail transportation hiring processes. This individual will begin supporting bus operator and train operator hiring. As the incumbent gains experience with Metropolitan Council's policies, practices, specific techniques, and legal requirements, recruitment assignments may become more complex and varied. This position will also lead and participate in small HR-related projects.

Note: This position is benefits-eligible and is eligible for a hybrid (both remote and onsite) teleworking arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin. This position may require occasional work during evenings and weekends as business needs arise.

This posting will create a six-month eligibility list for current and future openings.


What you would do in this job

  • Administer routine recruitment and selection processes according to procedures ensuring high-quality candidates apply for vacancies.
  • Assists the Senior Talent Acquisition Specialist with administrative efforts associated with recruitment and selection efforts, including testing, data entry, scheduling of appointments, answering questions, etc.
  • Coordinates the selection process according to procedures so that they comply with relevant rules, regulations, contracts, and the non-represented plan.
  • Coordinates communication with hiring managers and applicants to ensure timely, accurate information regarding their status, the position, and/or the process.
  • Coordinates interview process to ensure procedures are followed.
  • Completes pre-hire steps on a selected candidate to ensure salary is approved and the candidate meets all requirements of the position.
  • Complies and follows policies, procedures, personnel law, and legal requirement compliance.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience in human resources and completed education in Human Resources, Industrial Relations, Public Administration, Business Administration, or closely related field:

  • High school diploma/GED and six (6) or more years of related human resources experience.
  • Associate's degree and four (4) or more years of related human resources experience.
  • Bachelor's degree or higher and two (2) or more years of experience.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Experience with high volume full-cycle recruitment and selection.
  • Experience with hiring bus operators or candidates with Commercial Driver's Licenses (CDLs).
  • Experience working within the public sector, government agency, or public education.
  • Experience with NeoGov electronic applicant tracking system.
  • Experience with PeopleSoft Human Resources Information System.
  • Outreach to cross-cultural communities developing relationships with community members from diverse backgrounds, including race, ethnicity, economic status, and ability.
  • Experience supporting and promoting a work environment that values diversity, equity, and inclusion.

Your work environment would be: You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites. Work may occasionally take place during evenings and weekends as business needs arise.
