THE POSITION

The Department of Community & Economic Development is on the lookout for a qualified candidate to take on the role of Economic Development Manager in Dauphin County. This position involves overseeing the Historically Disadvantaged Business Assistance Program, where the manager will be tasked with coordinating, administering, and managing the program effectively. The goal is to align the program with the broader objectives of the Commonwealth and the economic development strategy set forth by DCED. Additionally, this role will act as a vital link between DCED and small, historically disadvantaged businesses, focusing on enhancing their access to capital and opportunities. DESCRIPTION OF WORK

In this role, you will be responsible for overseeing and managing the various elements of the Historically Disadvantaged Business Assistance (HDBA) program, which includes the Business Assistance Service Centers (BASC), microgrant initiatives, and procurement support efforts. Your duties will involve creating comprehensive guidelines, establishing and executing administrative processes, and managing the financial resources allocated to the HDBA program, all while ensuring alignment with the broader economic development strategy of the Commonwealth.

You will supervise BASC grantees to guarantee adherence to established minimum standards, approved work plans, and data collection protocols. Additionally, you will be tasked with preparing and overseeing the distribution of program guidelines, operational manuals, and other essential communications that provide clear instructions to applicants, grantees, and staff members. Your oversight will extend to the evaluation of program objectives and requirements during the application review process and the assessment of grantee performance.

It will be crucial to develop and implement procedures that comply with legal standards and the policies outlined by the Department of Community and Economic Development (DCED). You will also manage the workflow and project tracking to ensure that all reviews, approvals, and submissions to state and federal agencies are completed within established timelines. Furthermore, you will oversee the work of Economic Development Analysts, ensuring compliance with policies through direct or indirect supervision, including reviewing their work and enforcing deadlines for responses and processing times.

Your responsibilities will include preparing and presenting funding application recommendations for HDBA to executive-level review committees, as well as conducting thorough and analytical evaluations of applicant and grantee proposals, reports, and closeout documents. You will be accountable for maintaining timely and efficient records management for the HDBA program, conducting monitoring visits to Business Assistance Service Centers and relevant businesses as needed. Finally, you will analyze data to summarize program achievements, identify areas for improvement, and formulate recommendations accordingly.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with 60-minute lunch
  • Telework: You may have the opportunity to work from home (telework) part-time on Monday and Friday. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:

  • One year as an Economic Development Consultant 1; or
  • Four years of professional experience in economic planning and development programs, and a bachelor's degree; or
  • An equivalent combination of experience and training.
