Loudoun County Department of Family Services seeks a dedicated, professional candidate for its CPS Program Administrator role. The successful candidate will join the Child Protective Services unit and the diverse department that envisions better health, safety, and well-being for all. The Department supports individuals and families in the community to live their best lives while advocating for those most vulnerable and respecting their right to self-determination.


Job Summary

The Prevention and Protection Services Division within DFS assists children, youth, families, individuals with disabilities, and older adults with basic support and medical needs and protects children and vulnerable adults from abuse, neglect, and exploitation. All services are delivered under state and federal mandates or local regulations to increase preventive factors that stabilize and preserve families and enhance their functioning while respecting their right to self-determination.

Under the direction of the PPS Assistant Director, the Administrator performs the following major responsibilities:

  • Assures accountability and compliance with all divisional programs' federal, state, and local regulations.
  • Supervises the Child Protective Services Program Manager, Records Clerks, Fiscal Assistant, and others as identified.
  • Reviews and improves operational effectiveness and efficiencies continuously.
  • Direct, train, and manage staff performance following County and federal regulations.
  • Oversees budgetary and staff resources.
  • Reviews financial data to assess expected vs actual revenue; monitors specific finance reports; and identifies and reports regulation changes that impact revenue.
  • Ensures high-quality services to clients and customers that adhere to regulations and requirements and best and evidence-based practices.
  • Oversees responses to assessments, investigations, complaints, and or violations.
  • Assesses program effectiveness and outcomes relative to goals, objectives, and appropriate performance measures.
  • Provides quarterly and year-end reports that include critical information about program operations, client and staff engagement, trends, gaps in the continuum of care, utilization rates, training needs, and recommendations for implementation accordingly.
  • Monitors local, state, and national regulations and social indicators to identify service delivery gaps and trends; conducts research to evaluate gaps in service delivery; identifies and reports results; and recommends improvements and best practices.
  • Researches and analyzes assigned topics to propose effective strategies, policies, solutions, and interpretations to address identified issues and report findings.
  • Drafts policies and procedures related to program regulations and service development changes.
  • Manages contracts and grant funding according to County and Department procurement procedures and guidelines, maintaining contract documentation and document compliance.
  • Ensures and maintains program documentation.
  • Represents Loudoun County in meetings with public and private interest groups, other local jurisdictions, and regional and national organizations to discuss relevant issues and topics.
The successful candidate will demonstrate:
  • Experiences performing in a public sector human services organization with diverse programs and client populations.
  • Cultural awareness and humility to address the complex needs of diverse populations.
  • A comprehensive understanding of the dynamics of child welfare and the impact of trauma on individual and family functioning and community impact.
  • A professional knowledge of and or direct experience with family systems theory, crisis theory, and trauma-informed systems of care.
  • The ability to contribute to meaningful dialogue to influence change.
  • Knowledge of child protection laws, rules, and regulations.
  • Knowledge of the theories, principles, and practices of child welfare.
  • Skill in project management.
  • Skill in developing and delivering presentations and facilitating discussions.
  • Ability to interpret policies and assess operations.
  • Ability to conduct detailed analytical evaluations and prepare reports.
  • Ability to establish and maintain working relationships with clients, participants, co-workers, staff, officials, volunteers, vendors, contractors, and the general public.
Hiring salary is commensurate with experience.

Minimum Qualifications

Master's degree in field related to assigned area; three (3) years of related, progressively responsible work experience, including one (1) year of supervisory or team leader experience; or equivalent combination of education and experience.


Job Contingencies and Special Requirements

  • Criminal background check required. Based on assigned program area a credit and/or DMV check may also be required. For DMV check, valid driver's license and good driving record required (driving records may be reviewed annually for continued qualification).
  • For licensed programs requirements include: Fingerprinting, TB test within 30 days of hire; pass Child Protective Services (CPS) check; hold or obtain First Aid/CPR certifications at hire or within four (4) months. Some programs may have additional legal requirements, credentials, or certifications to meet prior to hire or within the probationary period and/or annually.
  • This position may be assigned and required to work at an alternate work site(s) to carry out duties that support the needs of the County's residents or employees.
  • May be asked to work beyond regular scheduled workday including evenings and weekends, as required, to perform functions of position for assigned area.
