Washington County Public Health Division within Health and Human Services (HHS) Department is looking for a
Regional Public Health Emergency Training and Exercise Coordinator!
Washington County Public Health Division hosts a team of regional
Public Health Emergency Preparedness Program and Response (PHEPR) staff to lead regional planning initiatives, develop and implement training and exercise for the Cities Readiness Initiative program, support public health communications and Medical Reserve Corps Volunteer program planning in the Greater Portland Metro area, including Clackamas, Columbia, Multnomah, Washington and Yamhill Counties in Oregon and Clark County in Washington. This position works collaboratively with both staff at Washington County Public Health Division and neighboring county Public Health Divisions across the region.
This position is full-time limited duration with a tentative end date of June 30, 2027, with possibility for extension dependent on funding.

About the opportunity:
Primary responsibilities may include, but are not limited to:
- Lead planning for regional Public Health Emergency Preparedness (PHEP) training and exercise activities for Cities Readiness Initiative, Regional Medical Reserve Corps, and other regional public health emergency preparedness response focused programs in the Greater Portland Metro region.
- Use an equity lens to analyze regional training and exercise needs across many regional partners.
- Develop and facilitate exercise design teams and coordinate the development and implementation of 2-3 regional exercises each year according to workplan and as required by grants and lead development of regional medical countermeasures focused training modules.
- Monitor and report on regional training and exercise plans, with feedback from partners in local public health and emergency management, to accomplish the training and exercise goals of Cities Readiness Initiative and other regional preparedness programs.
- Coordinate and facilitate multi-jurisdictional work groups and meetings with a variety of focus areas and participants. Ensure completion of workgroup activities.
- Serve as backup coordinator for regional public health preparedness and response groups including Public Health Work Group, Regional Public Health Leadership Group and Public Health Multi-Agency Coordination Group during public health emergencies, support development of meeting objectives, co-facilitate meetings and ensure completion of follow up activities.
- Oversee the Medical Countermeasures focused Push Partner Registry (closed Points of Dispensing) for the Portland Metro region, including expanding training and exercise opportunities, maintaining the registry database, developing new partnerships, writing newsletters and other communications, and conducting periodic call-down drills.
- Maintain Regional Public Health Exercise Improvement Plan tracker, soliciting input from partners, following up on activities and initiating new improvement plan projects.
- Develop professional contacts with local public health partners, Oregon Health Authority, Emergency Management agencies and a variety of community partners; attend agency and professional meetings, trainings, and conferences.
- Oversee training and exercise project budgets, develop project contracts, review proposals, and make recommendations to ensure compliance with grant requirements.
- Develop and implement feedback and engagement mechanisms for program improvement and improving equitable health outcomes.
- Present project updates, make recommendations for improvement and solicit input from a wide variety of field experts.
This position may be eligible for a hybrid work schedule. This position requires frequent travel to attend meetings across the Portland Metro region.
Who we are looking for:
- A skilled facilitator of groups working through difficult issues, including internal and external partners and subject matter experts with varying opinions and needs.
- Experience implementing the Homeland Security Exercise and Evaluation Program (HSEEP) including experience planning, facilitating, and evaluating emergency response drills and exercises.
- Demonstrated experience leading collaborative projects and implementing consensus building practices.
- Experience implementing program and project management strategies including skills to plan, organize, coordinate, evaluate and report on assigned projects and programs.
- Experience working on Public Health Emergency Preparedness (PHEP) or emergency management planning and program implementation.
- Knowledge of Incident Command System structures and processes, either through training or experience.
- Understanding of health equity and how they apply to disaster preparedness, response, and recovery.
- Experience delivering trainings to different groups of people, both virtually and in-person, and applying basic principles of adult learning.
- Ability to communicate and engage with a wide range of individuals, both orally and in writing and both in-person and remotely.
- Competency to work independently with time management skills and ability to balance multiple priorities and consistently meet timelines and due dates.
- Skilled with broad technology applications using documents processing, spreadsheets, databases, and presentation applications.

MINIMUM QUALIFICATIONS
-
Education and Experience Must meet one of the following minimum qualifications to be considered:
- Master's Degree in Public Health, Nursing, Environmental Sciences, Public or Health Administration, or related health and science fields; AND one (1) year of work experience in program coordination, development, and/or planning;
OR - Bachelor's Degree in Public Health, Nursing, Environmental Sciences, Public or Health Administration, or related health and science fields; AND three (3) years of increasingly responsible work experience in program coordination, development, and/or planning;
OR - Seven (7) years of increasingly responsible work experience in program coordination, development, and/or planning.

Selection Process
