The Maryland Port Administration (MPA) is a 215-employee transportation business unit wihtin the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as an economic generator and job creator, in addition to maintaining our nation's supply chain and moving vital goods to industries and consumers. As one of the nation's top ports for total cargo tonnage and overall dollar value of cargo, the Port of Baltimore is also one of the most diverse ports in the United States with over 140,000 jobs in Maryland linked to port activity.

General Role Description:
MPA is seeking a motivated, positive, and driven transportation engineering professional to join the Field Engineering Department of MPA's Division of Engineering. The primary responsibility of this position is to engage in construction management and inspection of capital projects including Capital Program Management (CPM) schedule analysis and resolution of construction issues and claims. The candidate also participates in the design process including the review of plans, specifications, and estimates engages in construction management and inspection of capital projects including CPM schedule analysis and resolution of construction issues and claims.

Some of the essential duties of this position include but are not limited to the following:
  • Responsible for the daily construction inspection and construction management of large, complex and multiple construction projects.
  • Administers consultant contracts including approval of monthly and progress payments.
  • Plans, organizes, coordinates, schedules, assigns and evaluates work of subordinate engineers, technicians and consultants.
  • Prepares engineering studies, designs, plans, specifications, and cost estimates for the construction, rehabilitation, or maintenance of roads, bridges, storm drains, rail, buildings, and other transportation facilities.
  • Approval of contractor and subcontractor personnel and equipment.
  • Interpretation of contract drawings and specifications.

This position reports directly to the Deputy Director of Construction of the Division of Engineering.

Qualifications

Minimum Qualifications:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Four (4) years experience in professional engineering.

Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a Master's Degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the State of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.


Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.


Additional Information

Employee will be required to obtain and maintain a Transportation Worker Identification Credential (TWIC) to gain unescorted access to Maryland Department of Transportation, Maryland Port Administration facilities.
