The State Highway Administration's (SHA) District 6 (Allegany County) is currently recruiting for a Project Manager (Transportation Engineer III) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. Nature of Work: The main purpose of this position is to perform the duties of a civil engineer in project design, management, and coordination. This includes generating in-house design projects and managing engineering consultant-designed projects in Allegany, Garrett, and Washington counties. As a Project Manager, this position requires technical expertise in design using Computer-Aided Design and Drafting (CADD) software such as Microstation and InRoads. This position requires the ability to perform engineering computations, project construction estimating, project budget management, and technical writing abilities while meeting various milestone dates. This position requires the responsible development of state roadway facilities using the latest American Association of State Highway and Transportation Officials (AASHTO) design standards, AASHTO Roadside Design guidelines, MDOT Standard Specifications for Construction and Materials, CADD Design Standards, Manual on Uniform Traffic Control Devices (MUTCD) and other related approved manuals and guides.
The Project Manager is also required to oversee the work of outside consulting engineering firms. Those responsibilities include preparing independent man-hour proposals, reviewing scope and approving technical proposals, reviewing the design work to ensure it meets SHA guidelines, and reviewing the financial invoices for accuracy and certification of work performed. Knowledge of the design process is necessary to maintain forward progression of projects, ensuring that milestone dates are met, and budgets are kept within reasonable established ranges. Technical writing skills are needed in composing correspondence to internal support divisions, outside governmental agencies, public civic groups, and elected officials.
