The State Highway Administration's (SHA) Office of Materials Technology (OMT) is currently recruiting for a Pavement Testing Team Leader (Transportation Engineer V) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this SHA position or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work: The Pavement Testing Team Leader will manage the crews performing routine collection of data on the condition of the pavement in the state highway network. This responsibility involves directing field crews which are mainly operating multisystem Automatic Road Analyzer (ARAN), Friction, Falling Weight Deflectometer (FWD), Ground Penetration Radar (GPR), coring rigs, and managing pavement testing data Quality Assurance and Quality Control (QA/QC) team. This position will perform computer loading and downloading of the pavement data from ARAN collection vehicles/equipment for engineering analyses.

The Pavement Testing Team Leader is expected to take a leadership role on the implementation of emerging technologies that are applicable to all OMT divisions. This position is also responsible for assuring that all field tests are performed according to applicable standards. The Pavement Testing Team Leader will provide technical support to team members to ensure compliance with the following accepted engineering practices: American Society for Testing and Materials (ASTM); American Association of State Highway and Transportation Officials (AASHTO) Designations; Maryland Engineering Standards utilizing expertise of Geographic information System (GIS) and another computer-based knowledge. This position will review, update and improve existing Standard of Practices (SOPs) and guidelines. If needed, this position also serves as the resident expert on pavement friction and is frequently requested to be available for testimony in court when data is collected for post-accident analysis.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Five (5) years of experience in engineering.

Selective Qualification: Two and a half (2.5) years of the required experience must have involved working with pavement engineering design, field testing, and/or quality assurance and quality control field data.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

PREFERRED QUALIFICATIONS:

The ideal candidate will possess the following:

  • Knowledge of Microsoft Office
  • Excellent oral and written communication
  • Experience with field data and data analysis
  • Teamwork and management experience
  • Ability to diagnose/troubleshoot and calibrate electronic and mechanical equipment
  • Knowledge of Geographic Information System (GIS) and machine learning

Notes:

1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2. Possession of a master's degree in engineering may be substituted for one year of the required experience.

3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.


Licenses & Certifications

Candidates must possess a motor vehicle operator's license valid in the state of Maryland.
