Primary Purpose:

Provides leadership and direction to multiple workgroups within Gas Field Operations for an assigned operating center; while focusing on safety, compliance, and employee engagement while meeting operational and financial objectives. Ensures distribution pipeline safety and risk mitigation, responds to gas emergencies, leads construction and maintenance of gas distribution infrastructure, and supports civil and electric operations through established internal and external partnerships. Manages and has oversight of regulatory compliance, business optimization development and execution, customer service, CPUC audit oversight, employee development, and ensuring financial goals are met for Capital and O&C/O&M budgets. Develops operational and safety strategies on behalf of the company, while collaborating with industry partners and State Regulators in the development of gas distribution pipeline regulations.

Duties and Responsibilities:



  • Provides oversight and activities of Gas Operations employees for multiple departments, districts, and/or workstreams to achieve operational goals. Implements risk mitigation, damage prevention and response strategies, initiatives, programs and activities for gas distribution, ensuring the compliance and safe operational integrity of the distribution gas system. Ensures gas, electric, and civil construction compliance in accordance with Company policies, procedures, and state (CPUC, CA Govt Code) and federal (PHMSA/DOT) regulations. Is the primary contact for both gas and electric emergency incidents, providing critical information for outward and upward communications and supporting the Incident Commander/Utility Field Commander for gas emergency response and management of gas incidents. Leads and manages resource coordination of gas personnel during PSPS, Red Flag Warning, and Wildfire support and restoration activities, and during EOC activations. In emergency situations, maintains appropriate public contact with federal, state, county, and local agencies.
  • Develops, implements, and manages all district operational strategies and tactics designed to optimize field resources installing and maintaining gas, electric, and civil infrastructure to achieve organizational and corporate level business goals. Drives and facilitates creative and innovative continuous improvement in technology, work methods, and process advancements throughout the organization to ensure goals are achieved efficiently and cost-effectively. Manages and is directly responsible for budgets of $300M+ Capital and $60M+ O&M/O&C, generates regular reports of cost, quality, and KPIs. Develops and implements strategies and tactics to manage regional department and workstream spending associated with workload, work allocation, tooling, equipment, and vehicle expenditures. Oversees adherence to construction budgets, construction overtime, invoice approvals, and investigates construction and maintenance charging when necessary to ensure accuracy and appropriate accounting of costs.
  • Partners with HR to develop staffing strategies to hire and promote employees while supporting diversity and inclusion. Ensures career development and training of all employees. Manages performance and provides counseling, coaching, and mentoring for employees. Collaborates with HR and Labor Relations on performance issues and participates in investigations including administering discipline. Supports CBA negotiations.
  • Ensures proper tracking and record-keeping of gas and electric underground infrastructure installation and maintenance, patrols, inspections, surveys, reads and calibration records in alignment with company policy and regulatory, state, and federal requirements. Submits required reporting to CPUC or other regulatory bodies in a timely manner. Oversees and manages the District response for internal and external audits conducted by State Regulators and Corporate auditors. Responsible for annual environmental, safety, and compliance training (ESCMP) and detailed review of standards changes. Responsible for adherence to Record Retention and Business Resumption Plans and ensures SOX 404 compliance.
  • Develops and facilitates safety meetings, district-based morning tailgates, construction supervisor meetings, and safety training. Actively supports Behavior Based Safety (BBS) through strategic schedule of observations, resource collaboration across areas, and attending monthly update meetings to review progress and KPIs. Directly supports Gas Safety Subcommittee (GSS) by attending monthly meetings and leading key action items. Establishes and implements regional safety and employee engagement strategies and programs designed to ensure a strong safety culture, inclusion, and high employee morale.
  • Performs other duties as assigned (no more than 5% of duties).

Required Qualifications:



  • Bachelor's Degree in engineering, business administration or relevant field or equivalent field operations experience and applicable field technical training or related experience.
  • 8+ years related experience.
  • 5+ years prior leadership and oversight experience.
  • Knowledge of field safety policies and practices including emergency incident response, Incident Command System (ICS), emergency communications, message center reporting and leak investigation/repair.
  • Knowledge of the Collective Bargaining Agreement (CBA) and labor practices.
  • Ability to engage represented employees, deal effectively with performance problems, and thrive in a union environment.
  • Ability to analyze and utilize complex data to formulate strategies and tactics, manage multifaceted projects, effectively collaborate with internal and external business partners.
  • Listening, verbal and written communication skills.
  • Interpersonal skills and demonstrated leadership ability to effectively work with employees at all levels, as well as to lead and inspire a diverse workforce through a dynamic work environment.
  • Ability to display versatility, quick problem solving, handle multiple demands, and work effectively with a variety of individual personalities and organizations.
  • Knowledge of company budgeting practices including financial systems such as SAP and Business Warehouse as well as knowledge of scheduling and dispatching systems, and MS Office.
  • Requires being available to respond to emergency calls 24 hours a day, 7 days a week, including weekends and holidays and may require extended work hours.


Licenses and Certifications:



  • Must have a valid California Driver's License


Preferred Qualifications:



  • Knowledge of regulatory and compliance requirements.
