Primary Purpose: Manage a diverse team consisting of financial analysts, schedulers, material coordinators, document specialists, system analyst, project advisors, project managers and contracted resources to provide financial, portfolio management, governance, scheduling, reporting, and project controls across all Gas Transmission Operations projects and programs.
Responsible for strategic prioritization, financial and schedule forecasting for an estimated $150M to $200M in annual budgets (Capital/O&M). Specific responsibilities include portfolio-level forecasting and reporting, change control, project scheduling, document control, contractor invoicing and accruals, project financial analysis, contractor onboarding, and special projects supporting the Gas Operations division. Drive adoption of change initiatives as well as the engagement of internal and external stakeholders throughout the project lifecycle, including project initiation, execution, and closeout to meet established project requirements and commitments. Tie all stages of work into a well-defined portfolio management process, managing portfolio-level risk, change control, and financial strategy. Identify and coordinate training needs and continuous improvement opportunities within the Gas Transmission Operations department. Ensure alignment and coordination of the Gas Operations leadership, team leads, project managers, analysts, specialists, and schedulers with organizational goals and objectives. Cultivate and develop employees through career mapping and growth opportunities. Duties and Responsibilities:
- Manage a team of financial analysts, schedulers, material coordinators, document specialists, system analysts, project advisors and project managers responsible for the portfolio management strategy and resourcing across all Gas Transmission Operations projects and programs. Provide strategic direction, leadership, and guidance in project prioritization, strategic bundling, cross-portfolio coordination, budget allocation, monthly/quarterly capital budgets (Q2/Q3/5-year plan), and resource management as well as identification of process improvement opportunities across Gas Transmission Operations. Ensure alignment of portfolios and budgets to company goals and strategic priorities. Optimize personnel and material resourcing, including contracting strategies for all capital projects and programs. Develop, maintains and refine the financial and scheduling forecasting for strategic decision making throughout the entire lifecycle of projects across Gas Transmission Operations. Implement and leverage schedules to improve visibility and enable proactive resource and budget management. Drive accountability to meeting project targets through service level agreements, reporting key performance indicators, and stage gate deliverable tracking across divisions. Leverage portfolio-level reporting for decision making and executive updates. Proactively administer/monitor all contract administration activities for the portfolio of projects, master service agreement (MSA) reviews, strategic negotiations with contractors, purchase requisitions, and building business cases and project justifications.
- Manage SDG&E staff and contract work of outsourced scheduling team to provide project governance, centralized project scheduling, document management, change control, and contractor on/off-boarding across Gas Transmission Operations. Leverage various schedule reports to monitor progress and proactively mitigate schedule risks to meet project timelines and commitments. Ensure critical project documents and deliverable are completed, captured, and stored in accordance with the company information management policies through a team of document management advisors and specialists. Report on the change control process to increase visibility and drive accountability to project commitments from a scope, schedule and cost perspective. Support streamlined contractor on/off-boarding across Gas Transmission Operations to mitigate project delays. Drive consistent execution of projects and programs through enforcing and maintaining the Project Management Manual (PMM), developing and providing training, and other continuous improvement opportunities and special projects identified.
- Manage a team responsible for centralized contractor invoicing review, monthly accruals, SOX compliance audits and reporting, project financial analysis, and contract management supporting Gas Transmission Operations. The Invoice Review Team ensures proper submittals and processing of invoices, accruals, journal entries, etc. in accordance with company accounting policies. Coordinate with internal and external parties to drive timely and accurate billing invoices for all capital projects aligned t the terms and rates of the contract agreements and improves budget cashflows through monthly accruals. Collaborate with various stakeholders to strategically develop and manage contract RFPs, contracts, agreements, and purchase orders for Gas Transmission Projects & Pipeline Integrity. Ensure agreements and contracts are properly funded and executed per the terms and conditions set forth in the agreements or contract, streamlined and leveraged across Gas Transmission Operations. Review and approve invoices for various goods and services. Manage SOX compliance reporting and testing and provides direct financial analysis and support to project managers for capital budget management. Ensure compliance with existing Accounting, Finance, and Approval & Commitment policies.
- Communicate at all levels to identify, lead and/or support positive change initiatives. Directly supports development of GRC testimony and responses to data requests. Drives efficient and effective project execution through system integrations, linking the P6 scheduling platform and data to SharePoint, Cognos, TM1, and Capital Portfolio Dashboards and Reports to monitor and report project work, financial progress, service level agreements, and adherence to the established stage gate process. Provide system administration, troubleshooting, training and support for project team members and contractors.
- Hire, develop, allocate and manage resources to support portfolio management and project controls requirements for current workload and future company initiatives and plans. Focus on employee development, providing career growth opportunities and training, and performance managing employees where appropriate.
- Manage software system support services including Dashboards, Reporting, and SharePoint sites. Assist company with implementation and testing new business software tools such as Ariba, Copperleaf, Fieldglass, Source2Pay, TM1, WOA Online and PowerBI. Assist contractors and Gas Transmission Operations organization with resolving system invoicing issues. Utilize tools to proactively manage portfolio of projects with key metrics.
- Performs other duties as assigned (no more than 5% of duties).
Hybrid Schedule:
- Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
- Must reside in Southern California or be willing to relocate upon hire.
Required Qualifications:
- Bachelor's Degree Engineering, Business Administration, Finance or similar discipline, or equivalent combination of education and/or experience.
- 8+ years related applicable business experience focused on budgeting, finance and project management. Required
- 2+ years experience leading or directly supervising employees including performance management, training and development.
- Proficiency in finance and accounting normally acquired through college level courses. Experience with budgets and development of cost management strategies.
- Strong understanding of company financial policies and procedures for budgeting and project approvals.
- Proficient in leveraging technology such as Microsoft Office, Project, P6, TM1, SAP and PowerBI to create documents, spreadsheets and presentations.
- Proficient in project scheduling, project controls, cost and contract management.
- Proficient in utility business practices, design and construction applications normally acquired through practical experience and/or company training courses.
- Ability to manage and direct in-house specialties, other team members and build relationships with multiple working groups across the organization.
- Ability to clearly and concisely communicate, both verbally and in written form, technical and non-technical information/concepts to all levels including management in both formal and informal settings.
- Skills in leadership and team building, organizing, planning, coordinating, and delegating to effectively manage and develop staff and achieve organizational goals.
Preferred Qualifications:
- Master's Degree MBA or similar advanced degree
- 5+ years managing budgets and portfolios of work
- Ability to review complex problems and propose innovative solutions.
- Ability to interface effectively with all levels of the organization including executives.
- Knowledge of the regulatory process and inter-department dependencies.
- Knowledge of typical construction requirements.

- Project Management Certification Preferred
