About Us: The UW School of Medicine and Public Health (SMPH) is a leader in research and innovation, dedicated to improving patient outcomes through advanced data science and analytics. We are seeking an experienced Honest Broker for the Wisconsin Health Data Hub (WHDH), recently funded by the EDA as part of the Tech Hub (https://news.wisc.edu/federal-funds-awarded-for-biohealth-with-uw-madison-leading-the-way/) initiative, and drives transformative data science projects to enhance healthcare and research at SMPH.

Job Summary: We are seeking a highly skilled and ethical Honest Broker to join our team. The ideal candidate will be responsible for generating de-identified data and synthetic datasets, ensuring data privacy and compliance with regulatory standards. This role requires a deep understanding of data anonymization techniques, synthetic data generation, and a commitment to maintaining the integrity and confidentiality of sensitive information. On a day-to-day basis, the incumbent could expect to engage in the following activities in supporting researchers that use WHDH services:
- Work with leadership in creating the necessary infrastructure, policies, standard operating procedures, and practices for data integration promoting data sharing and data driven discovery.
- Design and facilitate data sharing agreements with participating sites, data use requests forms, and data attestation forms for end users.
- Ensure adherence to agreements, security, privacy and compliance regulations including HIPAA and human subjects research guidelines during data releases.
- Coordinate the cyber security reviews and risk management for the program.
- Utilize privacy preserving data linkage approaches as needed for data integration.
- Develop and implement data anonymization and de-identification techniques to protect sensitive information and releasing data for research.
- Generate synthetic datasets that accurately reflect real-world data while ensuring privacy and confidentiality.
- Conduct data quality assessments and validation to ensure the accuracy and reliability of de-identified and synthetic data.
- Provide guidance and support to other team members on best practices for data privacy and security.
- Stay up to date with the latest advancements in policies governing data sharing, data de-identification and synthetic data generation techniques.
- Contribute to education and training initiatives


Responsibilities:
Advises researchers in the best use of various state-of-the-art cyber infrastructure (CI) systems, tools, and software to enable research productivity. Partners with facilitators and researchers to co-create and co-learn research activities and relevant advanced computing and data capabilities both locally and nationally. Coordinates projects with technical teams to ensure delivery and improvement of research CI services, contributes to strategy for engaging with faculty research groups and building facilitation capacities, and participates in cross-functional management teams and projects. Informs partnerships with other technology groups, internal and external, and contributes to communication with stakeholders.

  • 30% Engages with researchers in their selection and use of relevant CI services, systems, tools, and computing strategies. Leverages an understanding of specific research activities and their use of CI solutions to serve as a liaison between research projects and collaborators. Recommends enhancements to workflows, software, and tools, and provides in-depth consultation to research projects in cooperation with supervised staff
  • 30% Connects and coordinates interactions between researchers and technology providers. Provides regular communications to and leads collaborations with systems and software/data professionals on the design of service enhancements
  • 10% Contributes to the design and content development of documentation and advanced curricula, and instructs at workshops for researchers to maximize their use of CI. Serves as a subject matter expert for trainings relevant to specific areas of science domain and technology, software, or tools
  • 10% Communicates with internal and external collaborators around facilitation and service models. Contributes to research CI community best practices documentation, presents at conferences, and/or publishes in peer reviewed journals
  • 10% Provides consultation and expertise for research proposals. May serve as Co-Principal Investigator for a research proposal or Principal Investigator on proposals around facilitation functions
  • 10% Provides regular communications to researchers and other internal and external stakeholders. May advise institutional or divisional leadership on research CI topics

Education:

Preferred
Master's Degree
Degree in Computer Science, Data Science, Public Health, Bioethics or related field preferred.


Qualifications:

Required:
- Proven experience in data anonymization, de-identification, and synthetic data generation
- Strong understanding of data privacy regulations and compliance requirements
- Proficiency in programming languages such as Python, R, or similar
- Experience with data anonymization tools and techniques
- Excellent problem-solving skills and attention to detail
- Strong communication and collaboration skills
- Commitment to ethical data practices and maintaining the highest standards of data integrity


Work Type:

Full Time: 100%

This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.

Salary:

Minimum $100,000 ANNUAL (12 months)
Depending on Qualifications
The starting salary for the position is $100,000 but is negotiable based on experience and qualifications.
