PRIMARY PURPOSE
Serves as a program expert and lead resource for immediate supervisor regarding all types of funding programs, in order to ensure that all Parkland patients are screened and qualified for assistance.

MINIMUM SPECIFICATIONS
Education:
- High School Diploma/GED
- Two Years of College preferred

Experience:
-Must have four years experience in determining financial eligibility for government funding, program funding, public funding or patient assistance programs in a physician or hospital business office setting.

Equivalent Education and/or Experience:
-May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.

Certification/Registration/Licensure:
- Must complete a certification in Revenue Cycle each year in the next level series as assigned by
management until all level classes are completed.
- Must obtain an Affordable Care Act (ACA) certification within one year from hire date.

Skills or Special Abilities:1. Must be able to interview patients for financial eligibility determination.
2. Must be able to demonstrate a working knowledge of personal computers and standard office
equipment.
3. Must demonstrate a working knowledge of medical software.
4. Must demonstrate a working knowledge of public assistance programs and required forms.
5. Must demonstrate a thorough working knowledge of third-party payors and insurance verification
procedures.
6. Must understand managed care and insurance contractual arrangements.
7. Must be detail oriented, possess basic mathematical skills, and demonstrate sharp analytical skills
to resolve financial issues as they relate to multiple groups including third party payors,
physicians, patients, and the system.
8. Must demonstrate a positive demeanor, good verbal, and written communication skills, and be
professional in both appearance and approach.
9. Must be able to handle potentially stressful situations and multiple tasks simultaneously including
instructing and counseling patients regarding Parkland payment policies and public assistance
programs.
10. Must demonstrate strong organizational and planning skills, including being detail oriented. While
performing financial screening you will be expected to maintain productivity.
11. Must be able to communicate effectively with patients, government entities and Parkland staff.
12. Must be able to solve problems within the guidelines of established policies and procedures.
13. Must be able to successfully complete additional job-related training when offered.
14. Ability to communicate well and effectively interact with patients and families.
15. Must be a team player, interacting with nurse navigators, referral coordinators, and other
members of the Patient Financial Service teams.

Responsibilities

1. Serves as a lead resource for immediate supervisor to assist financial counselors with training,
complex financial assessments, monitor dwell times and business workflow issues as needed.
2. Audits patient accounts and financial files to ensure appropriate funding program sources arepursued, the application process is completed accurately and timely, and accounts are billed
properly.
3. Screens patient demographic and financial documentation to identify appropriate funding
program(s).
4. To ensure all patients qualified for assistance are properly instructed and receive benefits.
5. Verify and obtain insurance benefits and forward referrals and pre-certifications to clinical staff to
ensure that patient information is complete and accurate and ensure Parkland's financial viability
secure at the most basic level.
6. Assists patients in completing the certification process with all appropriate public funding source
agencies to ensure applications are complete, deadlines are met, and the certification process is
expedited prior to the patient's discharge.
7. Sets up and encourages applicants to keep appointments to ensure the patient completes the
process to qualify for financial assistance. Documents actions taken in the hospital accounting
system.
8. Communicates to the patient their financial responsibility and collects co-pays and/or unpaid
balances.
9. Provides patients with billing information as required. Enters payments into the computer system
to document financial transactions/payment posting. Balances cash drawer at the end of each
day.
10. Assign appropriate coverage to accounts, including outside agencies when appropriate to ensure
patient financial responsibilities are fulfilled.
11. Performs registration functions to include verifying patient identification, patient demographics,
and all third party funding payors to ensure Parkland's financial viability is secured at the most
basic level.
12. Distributes, offers explanations, and obtains signatures and dates on all required forms as
needed.
13. Attaches all appropriate coverages, prioritizes correct filing order, and documents actions taken in
the hospital accounting system.
14. Tracks productivity and provides cumulative reports on a daily, weekly, or monthly basis, as
required by supervisor and/or manager.
15. Monitors and administers all assigned accounts until the patient's application, certification, and/or
denial process or review is complete, and all appropriate coverages are attached and prioritized
correctly for proper billing.
16. Maintains a positive working relationship with contacts at all agencies and funding programs,
patients, insurance companies, government entities, clinical personnel, other Financial
Counselors, and management, to promote teamwork, cooperation, and a positive public image for
Parkland.
17. Serves as a positive role model for staff and patients, demonstrates strong interpersonal and
persuasive abilities to ensure client compliance and cooperation with state/ federal agencies.
Accepts constructive criticism and integrates suggestions in effective ways.
18. Stays abreast of the latest developments, advancements, and trends in financial assistance by
attending seminars/workshops, reading professional journals, and actively participating in
professional organizations.
19. Completes all Parkland based training and attends staff meetings as required by management.
20. Integrates knowledge gained into current work practices.
21. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact
Patient Financial Services.
22. Develops effective internal controls that promote adherence to applicable state/federal laws, and
the program requirements of accreditation agencies and federal, state, and private health plans.
23. Seeks advice and guidance as necessary to ensure proper understanding.
24. Identifies ways to improve work processes and improve customer satisfaction.
25. Makes recommendations to supervisor, implements and monitors results as appropriate in
support of the overall goals of the department and Parkland.
