Applied R&D (AR) consists of target-oriented research either with the goal of solving a particular problem / answering a specific question or for multi-discipline design, development, and implementation of hardware, software, and systems including maintenance support. Supplies techno-economic consulting to clients. AR work is characterised by its detailed and complex nature in order to systematically combine existing knowledge and practices to further developing and incrementally improving products, operational processes, and customer-specific feature development.

Systems Engineer participating in the development and execution of regulatory Type Approval testing and compliance programs for cellular base stations and radios. Technologies included are GSM/EDGE, WCDMA, LTE, NB-IoT, 5G-NR and massive MIMO.


  • Perform pre-compliance and formal compliance testing of new 2G/3G/4G/5G/IoT/MSR BTS products per applicable test standards mainly covering the areas of RF and EMC.
  • Knowledge of Product Safety compliance and Environmental testing may be involved. Includes applicable ETSI and 3GPP BTS radio and EMC compliance standards, and especially FCC Parts 15/22/24/27/90, ICES-003, and Canada radio standards RSS-102/130/132/133/139/170/192.
  • Knowledge of IEC/EN/UL/CSA 60950-1/22 and 62368-1, GR-1089-CORE, GR-63-CORE and GR-487-CORE is desired.
  • Generate product conformity test plans, test specifications, test reports, and related technical documents.
  • Support compliance related R&D development testing with emphasis on radiated and powerline conducted emissions troubleshooting skills.
  • Troubleshoot BTS system problems and test setup problems.
  • Expertise with EMC test chamber use and setup.
  • Expert level knowledge of RF test setups and use of RF test equipment.
  • Candidate is expected to perform BTS system level conformance testing for all site supported or developed products.
  • The candidate is expected to have deep understanding of most aspects of Type Approval and compliance testing to include RF measurement techniques, measurement uncertainties, radiated and conducted emissions measurements, immunity testing, product safety evaluation and tests, and NEBS physical protection and EMC/electrical safety requirements.
  • Candidate is expected to have the ability to troubleshoot test setup issues and compliance related product design/assembly issues.
  • Candidate will be required to support the radio designers during the design prototyping phase and provide timely feedback on product issues seen in test and report product faults via the Nokia Fault Reporting Tool.
  • Candidate must also be adept in technical writing and documentation tasks to include generation of test plans, specifications, and reports.

  • MS in Electrical/Electronics Engineering or equivalent experience
  • System level knowledge of Nokia base station products and radios
  • Expertise with RF test equipment (spectrum analyzers, network analyzers, signal generators, power meters, etc.)
  • Expert level knowledge of product compliance areas to include RF, EMC, Safety, and NEBS testing
  • Ability to interpret compliance requirements and efficiently apply to radio products
  • Ability to independently perform compliance testing at external 3rd party laboratories
  • Ability to negotiate with compliance authorities to ensure the best interests of Nokia are served
  • Deep understanding of FCC and ISED radio certification requirements to write detailed band specific test approach and specification documents
  • Expert level technical knowledge and English fluency to construct extreme high-quality MS Word test reports necessary for filing to regulatory authorities (FCC, ISED, etc.)
  • Fluent in MS Office
