Senior Business Analyst - US Life and Annuities Tax & Regulations

Position Summary:

The role of the Senior Business Analyst is to define and ensure the quality of business analysis deliverables across the Life & Annuities project portfolio. This role will focus on integrating US tax and regulatory compliance requirements, ensuring that business requirements align with applicable tax frameworks. The ideal candidate will build out sustainable and consistent business requirements to be incorporated into the long-term application lifecycle management across the entire Life Portfolio.

Essential Functions/Responsibilities:



  • Participate in systems/technology requirement gathering sessions for systems integration, updates, and configuration, ensuring compliance with US tax and regulatory frameworks.
  • Serve as the expert on business and user requirements gathering, particularly regarding tax regulations affecting life insurance and annuities.
  • Provide guidance and support to the Business Analysis team while acting as a Subject Matter Expert, offering product expertise and leadership on tax compliance and regulatory engagements.
  • Analyze and define system scope and objectives based on user needs, tax requirements, and industry standards to produce functional design specification documents.
  • Develop and implement software/system scripts and integrate workarounds to resolve technical issues related to tax calculations and reporting.
  • Analyze and review test plans, ensuring tax and compliance requirements are fully covered in testing activities.
  • Facilitate and participate in quality reviews of requirement artifacts, ensuring tax rules (e.g., IRC 7702, 1035 exchanges, MEC testing, Required Minimum Distributions , CVAT, GPT, and annuities taxation frameworks) are correctly defined and implemented.
  • Collaborate with cross-functional teams, including actuarial, compliance, and finance teams, to validate tax-related calculations, reporting, and financial system integrations.
  • Manage and track the status of regulatory compliance requirements throughout the project lifecycle and implement necessary changes as regulations evolve.
  • Assist in the configuration and setup of plans, rules, and tables to support product definition and tax compliance.
  • Support data migration and reconciliation of tax-related transactions to ensure accuracy and compliance with regulatory requirements.
  • Assist in testing tax functionality, validating compliance calculations, and resolving regulatory issues.



Job Requirements & Qualifications:



  • 5-7 years of experience in a Business Analysis role, preferably within Life & Annuities insurance.
  • Strong experience leading engagements related to US tax regulations and compliance for life insurance and annuities.
  • In-depth knowledge of tax-related business requirements, including:

    • IRC 7702 and 7702A (Definition of Life Insurance, MEC testing, Cash Value Accumulation Test (CVAT), and Guideline Premium Test (GPT)).
    • Section 1035 exchanges and tax-free policy replacements.
    • Annuities taxation, including Required Minimum Distributions, Qualified vs. Non-Qualified Annuities and other federal/state tax implications.
    • 7-Pay Test and MEC (Modified Endowment Contract) rules.


  • Experience ensuring compliance with federal, state, and local tax rules related to life insurance and annuity products.
  • Strong analytical skills with the ability to interpret and document tax-related regulatory requirements.
  • Proven ability to work with cross-functional teams, including actuaries, compliance officers, and technology teams.
  • Experience with CoreSuite implementations, particularly in the areas of tax calculations and regulatory compliance.
  • Excellent communication and presentation skills, with the ability to articulate complex tax rules to stakeholders.
