Summary

AC Transit is currently seeking qualified candidates for the position of Assistant Facilities Maintenance Manager. Under general direction, this position, maintains primary responsibility for all day-to-day functions, activities, and staff for the work unit within the Maintenance Department. Incumbents in this position plan, organize, and direct the staff and activities that include contributing to the development and implementation of policies, goals objectives, and short and long-range strategic plans; leading and coordinating complex, technical facilities-related capital projects and the acquisition and allocation of resources including human capital and equipment; participates in developing and administering the budget for the area(s) to which assigned.

This position is distinguished from the Facilities Maintenance Manager in that the latter has overall management responsibility of the District's facilities maintenance programs and activities with a greater preponderance of budgetary and administrative accountabilities. Incumbents in this position may assist in the determination of the short and long-range strategic direction but are primarily responsible for the implementation and day-to-day supervision of the work unit's functions, activities, and staff.

Representative Functions

  • Assists the Facilities Maintenance Manager in planning, organizing, assigning, supervising, and reviewing the day-to-day facilities maintenance operations and activities that include themaintenance, repair, and rehabilitation of District properties and facilities.
  • Participates in the selection, supervision, training, coaching, motivation, evaluation, and discipline of assigned staff and ensures the development of staff skills and competencies; documents, tracks, and schedules the ongoing training of assigned staff to ensure that they are able to maintain proficiency with evolving job requirements; ensures the provision of a high-performing team.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned area; identifies resource needs; recommends and implements policies and procedures, develops standard operating procedures for the department; identifies opportunities for improving service delivery; reviews with appropriate management staff; implements improvements after approval.
  • Participates in the development, administers, and controls the budget for the assigned unit(s); provides input forecasting for additional funds needed for staffing, equipment, and supplies; monitors and approves expenditures; prepares reports concerning budget variances; responsible for implementing budgetary adjustments as needed.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.
  • Designs, implements, and monitors programs and plans for preventive maintenance, equipment replacement, and energy management for all District facilities and properties. directs the implementation of repairs and improvements.
  • Manages capital and special projects including the activities of outside vendors and contractors; develops project budgets and tracks expenditures for compliance.
  • Consults with Procurement and Finance to develop multi-year contracts for maintenance, services and construction; enters, reviews, and approves special requisitions and payments including billings for materials, supplies, and services.
  • Provides consultation and technical assistance to executive staff, management teams, and other District departments; represents the Maintenance Department with various external stakeholders and on a variety of projects; reports to the Board of Directors as required.
  • Stays abreast of changing laws, regulations and procedures pertaining to facilities maintenance best practices and regulatory compliance requirements; communicates business implications, and impact to all key stakeholders that include executive management, other District staff, and various public and private entities.
  • Performs related duties as required.

Minimum Qualifications

Education: Equivalent to an Associate degree from an accredited college or university in facilities management, or facilities, civil, mechanical, or electrical engineering. Additional experience may be substituted for education on a year for year basis.

Experience: Equivalent to four (4) years of increasingly responsible, supervisory level experience in facilities maintenance and project management or two (2) years that involved responsibilities at a level equivalent to the District's classification of Facilities Maintenance Supervisor.

License/Certification: Must possess and maintain a valid California Class C Driver's License and meet the District's driving standards.

Special Requirements:

  1. Must be able to travel to any point within the boundaries of the AC Transit District at short notice, or outside the District with advance notice.
  2. Must be able to work outside regular business hours including occasional weekends to respond to emergencies, call-in or consult with contractors and/or District staff; or to attend to situations requiring shutdowns by public utilities.
  3. Must be available to attend local, regional, or state meetings of governmental, public, and community groups outside regular business hours, as needed.


Additional Information

Physical Requirements: (1) Must maintain the physical ability necessary to perform tasks in an office setting, operating computers, keyboards, and other peripheral equipment. Must maintain the physical mobility necessary to transport oneself to various locations around the District.

Pension: All AC Transit employees participate in a lifetime defined benefit pension. All employees hired on or after January 1, 2020, may be in the District's Tier II pension plan covered by the Public Employees' Pension Reform Act of 2013 (PEPRA).
