POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Alutiiq Solutions, LLC is excited to offer an incredible opportunity for a dynamic Power Systems Dispatcher Technical Lead to join our team and support Western Area Power Administration (WAPA). The Power Systems Dispatch Technical Lead shall perform various Power Systems Dispatch Technical Lead tasks in support of Western Area Power Administration (WAPA) Rocky Mountain Region (RMR) Western Area Colorado Missouri (WACM) Transmission Switching Operations Desk and the Outage Coordination group.

The Power Systems Dispatch Technical Lead will:




  • View Outage Coordination, Switch Writing/Checking and Switch Writing Standard maintenance processes.
  • Update Integrated Tools for Operation Application (iTOA) Equipment list and Generic Switching data base management list.
  • Work directly with IT on iTOA bugs and enhancements.
  • Coordinate Switchyard Diagram corrections, updates, and maintenance.
  • Work with the RMR Operations Support group to develop training for System Operators and Field personnel.
  • Work with the RMR Operations Support group to assist with creating new or maintaining existing Standard Operating Procedures (SOPs).
  • Forest Fire Coordination point of contact for RMR Dispatch coordinating with Fire Incident Commanders, Neighboring Utilities, Customers and the Southwest Power Pool (SPP) Reliability Coordinator.
  • Support Human Performance (HP) improvement programs such as the Event Analysis (EA) Team and assist with incident investigations to improve HP and prevent reoccurrence.
  • Work with Supervisory Control and Data Acquisition (SCADA) Operations and Field Engineering on


SCADA alarm clean-up, point labeling are examples, to align with Common SCADA alarm methodology.



  • Perform parallel operations and SCADA points testing prior to Common SCADA implementation.
  • Review of specified deliverables provided by WAPA wide Common SCADA software vendors.
  • Assist with Common SCADA with vendors' knowledge transfer to WAPA staff.
  • Participate in joint Federal Energy Regulatory Commission (FERC) 881 implementation meetings and provide technical input for Operational requirements related to FERC 881 software and dispatch tool development.
  • Assist with SPP live Regional Transmission Organization (RTO) market execution.
  • Assist SPP RTO Parallel Operation readiness and Market operations stabilization after market goes live.
  • Assist with Developing detail Colorado River Storage Project (CRSP) and RMR plans with resources, responsibilities, and approaches for transitioning from new software to testing, parallel operations when moving to Common SCADA.
  • Assist with the potential move of CRSP substation and transmission assets into the broader WACM transmission system.
  • provide management with strategies and recommendations on how to coordinate all aspects of CRSP Transmission Operations into/with Loveland Dispatch.
  • Document summarizing key aspects of CRSP and RMR operations impact areas for special consideration.
  • Assist with developing new CRSP equipment list in iTOA to integrate into the WACM transmission system for the ability to switch various elements.
  • Assist with transition of RMR Dispatch into the SPP RTO Market.
  • Evaluate RMR Loveland Dispatch Operations post market and provide management with data and observations to define left over Operational tasks post market.
  • Assist operations support staff with the creation of RMR Transmission Desk Training.
  • Assist with Transmission System Switching Writing/Switching Checking Training and Switchman Training.
  • Assist iTOA training for Dispatchers and Field Maintenance personnel.
  • Assist with Common SCADA Training for Dispatchers.
  • Assist Operations Support with SOPs.
  • Participate with incident reviews and Human Performance improvement programs such as the RMR EA Team.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Requirements:




  • Experience in Bulk Electric System Transmission Operations and/or Outage Coordination operated by SCADA.
  • Ability to interpret electrical prints.
  • Familiarity with North American Electric Reliability Corporation (NERC). Knowledge and experience working with iTOA is preferred.
