Basic Function

HF Sinclair in Artesia, NM is seeking an Economic Planning Engineer to utilize entrepreneurial and critical thinking skills in broad based economic analysis, short-term and strategic planning where analysis is concerned with the influence of external market factors upon the organization, or for activities related to project evaluation, financial structuring, and investor interface. Responsible for the overall quality of professional work within the discipline. Develops procedures and strategies for the discipline. Monitors and develops appropriate professional standards for quality assurance. Internally considered as a technical advisor.

Job Duties

  • Coordinate work assignments and select appropriate technical applications to be applied to economic and/or financial problems
  • Develops analytical models and tools
  • Utilize LP as a modeling tool and calibration methodology
  • Monitors and develops appropriate professional standards, plans, reviewing work for accuracy and completeness
  • Plans, delegates, communicates, and controls work assignments for less experienced engineers
  • Develop and implement and monitor benchmarking procedures for commercial activities
  • Works with Crude Supply, Operations, and Marketing to develop plans
  • Provide economic evaluation of crude oil, intermediate feedstocks, refinery operations, logistics options, actual monthly refinery performance versus plans, and financial analysis of projects for one or more refineries
  • Design, implement and monitor back casting procedures at various refineries
  • Forecasts budget, tactical coordination, leadership for business unit(s), or major projects, depending on assignment
  • Manage, devise and implement strategic planning function to maximize profit level in a given business unit
  • Performs economic evaluation of existing of new projects, expansions, and strategic acquisitions
  • Determines facility design and construction decisions with minimal oversight
  • Oversees all commercial activity as it relates to the business unit(s)
  • Issue operating plans for the business unit(s) or may coordinate engineering strategy for major projects, depending on assignment
  • Analyze whole refinery and individual unit yields, margins
  • Develop and optimize production plans
  • Conduct special, complex and advanced level studies
  • Provides back up support for other planner(s)



Special assignments or tasks assigned to the employee by their superior, as determined from timeto time in their sole and complete discretion.

Experience

A minimum of five to fifteen years of refinery operational work experience or related industry experience, with three to ten years of direct experience in refinery planning, is required. A full understanding of refinery processes is also required.

Preferred Experience:

Extensive linear modeling, planning, and operational or optimization experience is required.

Education Level

A minimum of a Bachelors Degree in Chemical Engineering or related field is required.

Required Skills

Ability to contribute to the refinery planning and optimization throughout the Company. Ability to determine and develop multiple approaches to increasing plan profitability and quantitatively evaluating each approach as well as the ability to apply risk/reward factors. Ability to analyze large scale mergers and acquisitions. Acts a senior technical advisor. Ability to stay abreast of new technology developments and processes is essential. Proficient with Microsoft products and experience with engineering software is required. LP, simulation, or modeling software demonstrated experience required. Excellent oral and written communication skills with ability to communicate effectively with others. Familiarity with standards and practices of the specific discipline. Ability to perform complex mathematical calculations and modeling. Advanced Critical and Entrepreneurial Thinking. Ability to make independent decisions within broad guidelines and policies.

Supervisory/Managerial Responsibility

May provide technical and tactical leadership to project teams.

Work Conditions

Office and plant based with 10% travel required. Subject to varying weather conditions and required to work in all temperatures, including outdoors.
