SUMMARY OF DUTIES:

This position develops and implements strategies to negotiate and ensure uniform application and interpretation of host railroad operating agreement, with particular emphasis on improving Amtrak's performance on host railroads. Actively progresses new programs to reduce host railroad delays and improve on-time performance in a manner that is cost effective for Amtrak. Knowledgeable of the terms and provisions of Amtrak's host railroad agreements, the Rail Passenger Service Act, arbitration and litigation processes and decisions, and Surface Transportation Board (STB) and Federal Railroad Administration (FRA) policies and practices. Makes operational, policy, and negotiating recommendations based on analysis of Amtrak delay, on-time performance (OTP), revenue, cost, and other data. Responsible to interpret agreements on a uniform basis to help ensure compliance by host railroads and Amtrak. This position collaborates with multiple Amtrak departments and external stakeholders including Business Lines, Operations, Scheduling & Consist Planning, Law, Government Affairs, Real Estate, Planning, Finance, and State Partners.

ESSENTIAL FUNCTIONS:



  • Analyze diverse elements of Amtrak's train operations on host railroads, including costs, delays, customer OTP, and overall performance, and develop strategies to achieve a high level of host railroad service at the lowest cost to Amtrak.
  • Identify causes of delay to Amtrak trains operating on host railroads through critical evaluation of quantitative data, analysis of physical characteristics and layout of rail lines, and understanding of Amtrak and host railroad operations.
  • Reduce delays to Amtrak trains by managing collaborative initiatives with host railroads, identifying key data-driven conclusions regarding performance, and engaging internal and external stakeholders to develop and implement creative solutions.
  • Develop and analyze internal and external policy positions regarding Amtrak operations on host railroads.
  • Prepare evidence of Amtrak train performance on host railroads to support Amtrak's position in potential regulatory and legal proceedings including for the Surface Transportation Board (STB), Federal Railroad Administration (FRA), and other hearings, mediations, and arbitrations.
  • Interpret contracts and apply their provisions uniformly in a variety of circumstances related to train operations, incentives and compensation, station and real estate development, infrastructure projects, and other contexts.
  • Resolve disputes equitably while maintaining good relationships with all host railroads and departments within Amtrak.
  • Negotiate and forge consensus inside and outside Amtrak on host railroad issues that affect Amtrak's ability to provide high quality service to passengers riding today and in the future.
  • Understand and enforce Amtrak's delay reporting policies and consistently work to improve the quality of that data.



MINIMUM QUALIFICATIONS:



  • Bachelor's degree or equivalent degree, or equivalent combination of work experience, training, and education.
  • Familiarity with PC and mainframe computer software and applications, including Microsoft Office suite applications (i.e., Excel, Word, and PowerPoint), and in use of mainframe computer data retrieval programs.
  • Strong analytical capabilities bolstered by a thorough understanding of rail operations and economics.
  • Proficient in reading and interpreting contracts to apply their provisions uniformly in a variety of circumstances and resolve disputes.
  • Capable of using persuasion and leverage to achieve Amtrak objectives in conjunction with host railroads over which this position has no direct authority, within time and budget constraints.
  • Responsive to requests of others to ensure a Host Railroad Group reputation for high-quality service to internal and external Amtrak customers.
  • Ability to manage multiple priorities within tight deadlines.
  • Ability to work effectively and supportively in a team environment.



PREFERRED QUALIFICATIONS:



  • Master's degree
  • 1+of relevant work experience
  • Experience working with or for host railroads.
  • Familiarity or experience with host railroad operations and economics.
  • Skilled in use of PC and mainframe computer software and applications.
  • Experience negotiating, implementing, and interpreting contracts.


COMMUNICATIONS AND INTERPERSONAL SKILLS:



  • Must have excellent oral and written communication skills.
  • Must be comfortable leading calls and meetings.



PAY TRANSPARENCY:

The salary/hourly range is $65,500-$84,888. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
