GENERAL SUMMARY:

The Manager Treasury Operations oversees the System-wide treasury functions. Works closely with the CIO and Chief Treasury Officer, assisting with oversight responsibilities for cash and treasury operations, short-term borrowing and investments, payments, cash forecasting, working capital management and optimization, and debt administration and compliance. Evaluates products, services, technologies and systems that are available and appropriate to support a sophisticated treasury operation. Oversees all aspects of the company's financial risk exposures. Develops and implements treasury processes and procedures, as well as internal controls to safeguard cash and optimize working capital. Must continually keep their knowledge of cash management and treasury related functions current.

PRINCIPLE DUTIES AND RESPONSIBILITIES:

Leadership



  • Manage and develop a team that works effectively to achieve the goals for Treasury Services and the System.
  • Maintain a culture of quality, continuous improvement, exceptional service and the highest professional ethics.
  • Maintain a focus to support other departments to ensure we "do the right thing" for the System even if the subject matter at hand is not directly within the scope of Treasury Services.
  • Ensure compliance with policies and procedures for Treasury Services including those related to cash management, financial reporting and debt compliance management.


Cash Management



  • Oversees treasury, cash management operations, and helps develop strategies to maximize efficiencies, safeguard assets and minimize costs, including daily cash positioning, cash reporting, electronic funds transfers, fraud prevention, and liquidity
    management.
  • Oversees borrowing and short-term investing activities.
  • Oversees System-wide cash forecast and collaborates with Revenue Cycle, HAP, CCS, Payroll and Accounts Payable to develop assumptions and analyze actual vs. forecast variances.
  • Recommends and implements improvements to current cash management processes.
  • Supports internal customers in the selection, implementation and maintenance of banking services, such as lockbox services, depository accounts and commercial credit cards.
  • Develops management reports for CIO and Chief Treasury Officer, and Finance leadership relative to cash and working capital.
  • Assists in managing and maintaining the System's banking infrastructure, including banking and brokerage relationships. Develop and maintain productive relationships with the System's treasury management banks; provide efficient and cost-effective access to required bank services.
  • Serves as staff to the Working Capital Council and prepares monthly agenda and meeting material. Creates models and strategies involving cash flow, balance sheet and income statement projections to assess and optimize working capital.


Manages System-wide letter of credit program.



  • Collaborates with Financial Planning and Analysis to develop annual budget assumptions for all bank fees and monitors actual results relative to budget.
  • Researches and analyzes products and services to optimize cash and working capital relative to stated risk parameters and makes recommendations to the CIO and Chief Treasury Officer.


Debt Administration and Compliance



  • Implement processes and reporting to ensure compliance with covenants resulting from bond indentures and other credit agreements, including compliance with requirements for timely reporting and continuing disclosure.
  • Support the investor relations function, including preparing communication for rating agencies, bondholders and banks.
  • Assist CIO and Chief Treasury Officer with debt portfolio analysis for presentation to HFHS Finance Committee and Board of Directors.
  • Assist with the issuance of new debt obligations and retention of other credit facilities.
  • Collaborates with Financial Planning and Analysis to develop annual budget assumptions for interest expense.
  • Supports balance sheet and capital structure analysis for M&A activity.


Other Treasury Management Functions



  • Assist the CIO and Chief Treasury Officer with other treasury related projects as needed.


EDUCATION/EXPERIENCE REQUIRED:



  • Bachelor's Degree in business administration, finance or accounting required; CTP required and Master's Degree and/or CPA preferred.
  • Minimum of five to eight (5-9) years of experience in treasury management or a related field (e.g. corporate finance, budgeting, forecasting, cash flow analysis, etc.), including some experience in a management capacity.
  • Strong analytical skills, attention to detail, and proficiency with computer applications including Excel, Word, and Power Point required.
  • Ability to promote improvement and bring an acute skill set for detailed financial analysis to better meet the needs of internal and external customers.
  • Must be self-motivating, intuitive, organized and precise.
  • Ability to communicate effectively both written and orally, relay ideas to management, and work in small treasury team environment necessary for job.
  • Must possess knowledge of financial statements and variables that have positive/negative impact on financial performance.
  • Ability to analyze process flows and make recommendations for improving efficiency and effectiveness.
