HJF is seeking a Program Manager IV to collaborate with the National Guard (NG) Program, primarily the Army National Guard Behavioral Health (ARNG BH) team. The candidate will oversee a collection of related/integrated projects that together support a long-term collaborative initiative and ARNG BH innovation. Responsible for a moderate to highly complex scope of work. The candidate will provide support to subject matter experts (SMEs) concerning policy development, administration, management, training, and clinical guidance to Directors of Psychological Health, Behavioral Health Officers, and others within the DoD BH community. Provides support in review and input into specific training, supports stakeholder analysis and outreach activities, and program evaluation efforts. Serves as POC between Army National Guard and BH SMEs.

This position will be in support of the Department of Psychiatry / Center for the Study of Traumatic Stress and, in particular, the National Guard Programs (NGP), including Army National Guard (ARNG) Behavioral Health and Integrated Primary Prevention.

The Center for the Study of Traumatic Stress (CSTS) is one of the nation's oldest and most highly regarded, academic-based organizations dedicated to advancing trauma-informed knowledge, leadership and methodologies. The Center's work addresses a wide scope of trauma exposure from the consequences of combat, operations other than war, terrorism, natural and humanmade disasters, and public health threats as well as risk and protective factors associated with suicidal behaviors. CSTS is a part of our nation's federal medical school, Uniformed Services University (USU), and its Department of Psychiatry. These affiliations represent the Center's history, mission and future directions as a major contributor to our country's understanding of the impact of trauma and the advancement of trauma-informed care. The Department has active research programs in the Basic and Clinical Sciences and Neurosciences. In addition to intramural research projects, the Department maintains active research funded by the National Institute of Mental Health, National Institute of Drug Abuse, National Science Foundation, the Department of the Army and the Department of the Air Force. The department has ongoing collaborations with the Walter Reed Army Institute of Research, is sponsor of the Center for the Study of Traumatic Stress and provides psychiatry residency training through its affiliations with Walter Reed National Military Medical Center, National Naval Medical Center and Malcolm Grow Air Force Medical Center and the National Capital Area Graduate Medical Education Consortium.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Responsibilities

  • Manages key program elements, including, but not limited to, goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identifies project interdependencies, aligning resources and efforts where appropriate.
  • Primary POC for all reports and briefings internally, externally, and at conferences or professional forums. Contributes to advancing scholarly knowledge across CSTS and the NG.
  • Serves as a conduit of information between the ARNG BH and the SMEs.
  • Develops and maintains professional standards, initiating and effecting changes across the National Guard that will promote an efficient and effective National Guard Behavioral Health program.
  • Accurately documents planning and program development and produces professional reports or other materials in a timely manner.
  • Coordinates actions with appropriate staff and all organizations having input or being affected by plans and programs.
  • Involved in strategic program planning and execution in close coordination with CSTS leadership, National Guard leadership, partners, and National Guard state-level representatives.
  • Serves as the main point of contact and liaison between internal and external stakeholders. Establishes and maintains effective working relationships on matters of mutual interest.
  • Oversight to project efforts related to development of knowledge products, courses, and platforms for dissemination to National Guard stakeholders and beyond.
  • Oversees, advises, and guides technical staff throughout the program lifecycle, focusing on the strategic direction of the projects.
  • Prepares and presents oral and/or written presentations on dissemination & implementation.
  • Develops knowledge driven approaches and implements activities that involve information gathering and incorporates findings into programs and products for the ARNG BH.
  • Supports and participates in the planning, creation, and submission of abstracts or proposals as requested.
  • May perform other duties and responsibilities as assigned or directed by the supervisor.
  • May support other CSTS activities as needed.

Qualifications

Education and Experience

  • Bachelor's degree required, preferably in Business Administration or Life Sciences field of study. Master's degree preferred.
  • More than 10 years of experience required.

Required Knowledge, Skills and Abilities

  • Public health programs or prevention programs experience.
  • Ability to translate complex ideas into digestible products.
  • Solid interpersonal skills, including the ability to clearly and directly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software, including, but not limited to, Microsoft Office, proposal/project tracking, and data analysis software.
  • Prior experience in mental health and/or the behavioral sciences strongly preferred.
  • National Guard or other military experience preferred.
  • Knowledge of organizational objectives; ability to work independently as well as with a team.
  • Ability to use sound judgment in solving problems; ability to coordinate many complex systems and programs at the same time.
  • Ability to understand multiple complex online systems (i.e., MedChart, MODS, MHS, Genesis, etc.) and teach others.
  • Excellent oral and written communication and interpersonal skills.
  • Knowledge of strategic communications processes.
  • Ability to obtain and maintain a T1/Public Trust backgroiund check.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $105,000-$150,000. Actual salary will be determined based on experience, education, etc.
