SUMMARY
The U.S. Army Research Laboratory (ARL) of the U.S. Army Combat Capabilities Development Command (CCDC) is the Army's corporate laboratory. Its diverse assortment of unique research and scientific facilities, and dedicated workforce of Government and private sector partners, make up the largest source of world-class integrated research and analysis in the U.S. Army. This contract is to provide above baseline IT Modernization and Project Support services to ARL and ARL's customers.
As a Software License & Asset Management Administrator, where you'll take the lead in managing our organization's software assets. In this role, you'll handle the daily operations using systems like ServiceNow, overseeing license procurement, maintenance renewals, compliance, and cost allocations. Your responsibilities will also include managing expiration dates, routing purchase orders, verifying invoices, and tracking all license purchases.
JOB DUTIES AND RESPONSIBILITIES

Manage the software asset management ticket queue to fulfill the requests
*
Manage software support & maintenance contract renewals and track the renewal dates
*
Process purchase orders for Software license procurement and do a three-way match to verify and process the invoices
*
Conduct software usage audit and remediation's to stay compliant with the software license agreements
*
Work on monthly, annual cost allocations and chargebacks for software cost to the Functional groups
*
Verify and process IT invoices related to network, telecom, infrastructure for the US region
*
Manage and maintain the SAM Pro module in ServiceNow by tracking software entitlements and user/device allocations

Educational development, typically acquired through the completion of an advanced university degree in business management, finance, data analysis, or a related field of study plus a minimum of four years of relevant professional experience; or a bachelor's degree in a related field of study plus a minimum of 5
years of relevant professional experience, is required.

Required Skills

Parse and analyze log files from floating license management tools (e.g. FlexNet)
*
Use monitoring software or custom scripts to extract utilization data.
*
Develop comprehensive reports and dashboards using data visualization tools to display license usage trends. These should include both meaningful, high-level summaries and detailed user-specific reports for floating licenses.
*
Identify key metrics, including peak usage, average usage, concurrent usage, license denials, utilization rates, and idle time, to aid in the development of cost per usage.
*
Provide insights to optimize license allocation, forecast future demand, and reduce costs.
*
Ensure compliance with licensing agreements and identify inefficiencies in license usage.
*
Experience with floating license management tools and utilization tracking (e.g. OpenLM).
*
Proficiency in scripting languages (e.g., Python, PowerShell) to automate data extraction and analysis.
*
Ability to create clear, data-driven reports for decision-making.
*
Familiarity with data visualization tools (e.g.Tableau
, PowerBI, etc.)

Familiarity with Software Asset Management (SAM) tools (e.g., ServiceNow, Tanium , FlexNet Manager, Open LM etc.)
