Overview:

We are seeking a Planner who will focus on planning and scheduling maintenance of mechanical utility systems. This position will support the Mechanical Utilities Complex in the Utilities Division. This position will reside in the Operations Work Center and support Operations, Water, Steam, and Chill Water Work Centers at Oak Ridge National Laboratory (ORNL). The planner will be responsible for corrective, preventative, predictive, and emergent maintenance as well as project work. The successful candidate will partner with Work Center Managers, Engineers, Craft Supervision, Craft Workers and other support personnel in task preparation and work planning to ensure that work is conducted in a safe, compliant, timely, and efficient manner.

Major Duties/Responsibilities:

  • Develop cost estimates, obtain quotations, write work plans and work orders, and schedule work with work center staff.
  • Procure material, stage for jobs, and assist in managing projects within established budgets and schedules.
  • Assist in coordination of work of others (primarily craft) in the execution of work in compliance with the contract between ORNL and the Atomic Trades and Labor Council AFL-CIO to ensure that work is performed safely and efficiently in compliance with internal procedures and within the boundaries of the applicable Facility Use Agreement.
  • Promote and maintain a business culture that focuses on meeting the needs and support of craft workers and customers.
  • Serve in an important interface role to ensure that customers are fully informed about project costs, schedules, status, delays, etc.
  • Ensure that work tasks are properly analyzed and graded according to ORNL work control procedures.
  • Work closely with their counterparts to support administrative functions, training needs, timekeeping, workforce instruction & direction, performance evaluation and feedback, efficiency improvements, productivity improvements, etc. in support of the division agenda.
  • Organize and maintain spare parts inventory on an on-going basis.
  • Coordinate with craft supervisors and crews to ensure that proper levels of inventory are maintained.
  • Coordinate with ORNL Receiving on delivery of materials and organize them in an orderly fashion.
  • Serve as a relief supervisor for front-line crew supervisors as needed.
  • Initiate either simple, complex, or ESP LTVs with use of Mechanical Utilities LTV Request Form. Interface with contractor as needed with ORNL-1113.
  • Work with system engineers, building management, and fire department to schedule outages for facility users.

Basic Qualifications:

  • High School Diploma or equivalent.
  • A minimum of nine years of experience in a utility/power plant environment to provide a working knowledge related to the day-to-day operation of mechanical utility systems (e.g., gas and oil-fired boilers, chillers, fans, pumps, motors, compressors, air dryers, filters, heat exchangers, cooling towers, water distribution or wastewater treatment.) A combination of education, training and experience may be considered.
  • A valid Tennessee driver's license or the ability to acquire one within ten days of appointment.
  • Work will involve various physical requirements and certain working conditions and as such a post offer, pre-hire physical will be required.

Preferred Qualifications:

  • Strong leadership skills and the ability to work well in a team environment.
  • Strong mechanical knowledge and background is highly desired.
  • Good interpersonal skills, computer skills, organizational skills, and the ability to develop positive customer relationships.
  • Experience in area of work centers including operations, drinking water distribution, sanitary sewer, steam production and distribution, and chill water.
  • Experience working in a DOE facility, with union craft employees, and/or in a 24/7 operating facility is a plus.
  • Previous supervisory experience would be considered a plus.
  • Familiarity with labor relations principles and working within a collective bargaining union contract environment.

  • Physical Requirements:Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
