Summary: Under direct supervision of the Manager Comp and Benefits, this position is responsible for related functions/tasks in payroll and benefits processing and employee data record keeping. Responsible for day-to-day support and administration of the employee benefit programs.

Essential Duties and Responsibilities:

Payroll Administration:



  • Process payroll information by collecting, calculating, auditing and entering data.
  • Updates payroll records by entering changes in wage rates, deductions, department transfers and other adjustments
  • Verify thoroughness of all timesheet data, prepare and transmit payroll information through the HRIS system
  • Prepares and distributes payroll reports
  • Verify thoroughness of all timesheet data, prepare and transmit payroll information to the payroll processing vendor.
  • Submit periodic payroll filings, such as, incentives and bonus compensation
  • Prepare and maintain employee files, ensuring accuracy, compliance and confidentiality
  • Provides support maintaining payroll records by entering and calculating changes in wage rates, retroactive pay and split pay calculations and entering various deductions, department transfers and other adjustments
  • Processes various administrative tasks to include, annual leave exceptions, providing salary administration reports to leaders, etc.
  • Process employment verifications
  • Create and tracks service award letters for the CEO to ensure timely delivery.
  • Gather data for annual EEO and AAP reporting.


Health & Welfare Administration:



  • Administer employee health and welfare programs including, but not limited to health, dental, vision, disability insurance, defined benefit and defined contribution plans
  • Provide day-to-day benefits related research and information to employees requiring knowledge of the credit union's benefit plans, programs and policies
  • Provide support on vendor due diligence for health and welfare vendors
  • Review and reconcile monthly reports and invoices for accuracy and resolve discrepancies
  • Provides support on Life, Disability and ADD claims for employees
  • Process new hire, newly eligible (change of status, etc.) and life event benefit enrollment changes
  • Facilitate human resources new hire orientation
  • Participate in administration of wellness fairs and various employee events
  • Respond to employee inquires requiring knowledge of the credit union's benefit plans, programs and policies
  • Serve as backup for administering Family Medical Leave (FMLA)
  • Participates in benefits communications ensuring they are sent timely throughout the year to employees
  • Maintain procedures for all benefit related functions
  • Serve as backup in the administration of workers compensation claims
  • Serve as human resources Help Desk Administrator
  • Act as primary backup for payroll processing


Retirement Benefits:



  • Serve as the liaison for the quarterly 401(k) employee / third-party administrator meetings
  • Partners with actuary to ensures pension calculations are accurate prior to being sent to trustee for processing
  • Prepare reports and documents necessary for all annual compliance testing and audits
  • Process and evaluate 401(k) contribution changes, loans and hardship withdrawals
  • Provide day-to-day benefits related research and information to employees and retirees requiring knowledge of the credit union's benefit plans, programs and policies
  • Complete employee exit interviews for retirees


  • Provide support on vendor due diligence for retirement vendors


  • Serve as the primary contact and administrator for plan vendors and third-party administrators
  • Review and reconcile monthly reports and invoices for accuracy and resolve discrepancies


Other:



  • Process Civilian ID badge requests.
  • Perform other duties as assigned.


Additional: Responsible for completion of applicable training and compliance on federal regulations and APGFCU policies and procedures as related to the duties of this position (Bank Secrecy Act, Information Security as examples, if applicable).

Qualifications:

Experience: Minimum of 7 years' experience in a payroll and employee benefits related position. Experience processing payroll with UltiPro (UKG) or similar HRIS system required. Defined contribution and defined benefit experience preferred.

Education: Bachelor's Degree preferred. Additional specialized course/training equivalent to two years college or HR certifications preferred. CEBS and/or FPC payroll certification a plus. Experience can be credited in lieu of education.

KNOWLEDGE, SKILLS, AND ABILITIES:



  • Must have knowledge of and demonstrated proficiency with a variety of computer software, windows-based applications in word processing, spreadsheets, database and presentation software
  • Hands on knowledge of defined benefit and defined contribution plans


  • Working knowledge of self-funded health plans
  • Practical knowledge of group dental, life, vision and disability insurance
  • Personable, proactive, and able to work in fast paced environment
