POSITION SUMMARY:

Under the general direction of the Chief Digitial Information Officer (CDIO) the Associate Chief Information Officer, Applications will lead all aspects of strategy, design, implementation, support, and quality of the electronic health record systems (EHR) and supporting clinical, ancillary, and reporting applications. These responsibilities also extend to the use of BMC's EHR and/or to the use of other EHR products made available to BMC affiliates including its Health Centers. The Associate CIO, Applications is an influential leader who will partner with hospital clinical and operational leadership to ensure technology roadmaps are aligned, staff have the tools to care for the total patient effectively and efficiently, and that technology and innovative needs are met through the use of collaborative decision-making processes. Furthermore, the successful candidate will be a key member of the BMC IT leadership team, will build and support high performing teams, and will be looked upon as the foremost expert on the use of technology in the hospital EHR and reporting spaces. The Associate CIO Applications will have a primary focus on Epic Integrated Systems and is accountable to the CDIO. The Associate CIO Applications, focused on Epic Integrated Systems, will have overall responsibility for all Epic systems and ancillary clinical platforms and will ensure IT services align and support the business and operations objectives of the organization to maximize the value of the Epic systems.

ESSENTIAL RESPONSIBILITIES / DUTIES:

Effectively leads a team of senior directors, directors, managers, leads, and individual contributors:


  • Demonstrates excellent judgment in evaluating talent.

  • Continuously evaluates intermediate managers and provides regular feedback.
  • Makes strategic decisions around internal vs. external staffing on relevant projects.

  • He/she will be expected to be the subject matter expert for Epic systems and drive for results, positively impacting the overall strategic goals and operations of the organization.
  • Responsibilities include full Epic enterprise systems life cycle management including planning, development and support. This includes but is not limited to Epic's Enterprise platform and other applications in the following application categories; Electronic Medical Record, Revenue Cycle, Patient Access and Ancillary Clinical Systems such as Lab, Imaging and Pharmacy.

Effectively builds and maintains a high-performance team to achieve BMC applications goals.


  • Develop staffing plans for various EHR projects ensuring appropriate skills are available.
  • Works with other IT leadership to develop a team culture.
  • Balances the needs of BMC projects with the interests and abilities of individual employees
  • Manages relationships with outside staff augmentation vendors to ensure availability of key types of resources.

Working with the IT and BMC Strategic Plan PMOs provides management oversight for potential IT projects, including staffing, budgeting, and scoping on short notice with limited information.

Continuously stays abreast of new developments in clinical applications and the regulatory environment. Functions as BMC's applications expert in the appropriateness, assessment, implementation, and effective use of technology.

Develop customer relationships across the user community and integrate activities with other IT teams to ensure successful implementation and support of project efforts.

Participates in the overall leadership of IT as part of the BMC IT leadership team. Works with other IT leadership to evaluate new projects, set priorities, improve employee engagement, and perform other management duties.

JOB REQUIREMENTS

EDUCATION:

Masters Degree in Computer Science, Management Information Systems, or Business Administration

CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:

CPHIMS, CHIME, or PMP is helpful but not required

EXPERIENCE:

A minimum of 20 years of related medical technology or healthcare IT experience, including at least 10 years as a supervisor or manager. Prior work experience with one or more of the following is required: EMR/EHR, CPOE, eRx, HIE, Radiology systems, coding/billing. Demonstrated experience leading complex projects and collaborating/influencing non-IT personnel required.

KNOWLEDGE, SKILLS & ABILITIES (KSA):


  • Able to use a solid logical approach that produces tangible results to get things done; identify key people to bring about change and understand the underlying political dynamics of work; develop a network of contacts and target specific people to reach goals; be aware of significant contributing factors to manage change.
  • Able to collaborate with hospital leadership on the appropriate application of technology, on implementation timeline, staffing, and budget expectations, and on ongoing support and maintenance requirements.
  • Excellent time management skills with one's own time and the time of direct reports; prepare capital and operating budgets and spend money wisely; aggressively negotiate and manage vendor contracts, ensure that people have needed tools to perform their job; identify and fulfill staffing needs.
  • Flexibility to function under time pressure to balance competing priorities. Excellent written and oral communications skills. Able to provide quick high-level business or financial estimates with little information using historical precedent and to manage by consensus in large multi-disciplinary teams.
  • Ability to learn and apply new concepts; identify own areas of opportunity and set and monitor self-development goals. Able to effectively communicate both verbally and in writing with all levels of the organization up to senior leadership. Able with work with other IT and hospital operations leaders to creatively achieve goals in a constrained environment.
