Position Summary:

The Senior Director, Integrated Planning and Work Control will oversee the development, implementation, execution and evaluation of the Integrated Work Management, Maintenance and Work Control Programs in accordance with N3B-P300; Integrated Work Management, N3B-P315; Conduct of Operations, N3B-P950; Conduct of Maintenance Policy Manuals. This position will provide organizational senior level support to Mission Excellence and project personnel while providing leadership, management of routine and emergent facility work scheduling, package development and implementation, and readiness assessments., This position will coordinate and collaborate with Subject Matter Experts in different disciplines and organizations to ensure proper integration and operational compliance and excellence with all maintenance related programmatic requirements and production planning and coordination, in accordance with approved written procedures, policies, DOE Orders, and other applicable Federal, State, and local laws and regulations to meet the N3B CH-TRU production goals, and company objectives.

While working to achieve N3B LLCC objectives, the Senior Director, Integrated Planning and Work Control will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Must model ethical behavior and integrity in all actions and decisions.

This position reports to the N3B Deputy Program Manager.

Essential Duties/Responsibilities (may include, but are not limited to):

  • Provide leadership to planning, work week management and maintenance personnel supporting both the ER and CH-TRU programs.
  • Implement and enforce safety protocols to create a safe working environment for all team members.
  • Uphold high standards of quality in all planning and work control activities.
  • Create an environment where open and honest communication is encouraged and practiced.
  • Empower team members by delegating responsibilities and providing them with the authority and resources needed to succeed.
  • Evaluate existing procedures and job sequencing to verify that resulting work will ensure safety and economy consistent with government and company requirements; identify opportunities for continuous improvement.
  • Implement lessons learned to enhance future performance and results.
  • Develop and implement planning and work control procedures relevant to facility maintenance activities.
  • Oversees T-12, T-8, plan-of-the-week (POW) and plan-of-the-day (POD) P6 work schedules
  • Oversee implementation of Integrated Work Management program for N3B.
  • Assist in the implementation of the conduct of maintenance program at facilities.
  • Assist in investigating events to identify the root cause and assist in implementing appropriate corrective actions
  • Develop and recommend written procedures and work documents to simplify and improve the quality of planning and work control activities and work records.
  • Establish new techniques and methods for routine, non-routine, and project work.
  • Work with training personnel in the identification and development of training programs.
  • Lead safety culture initiatives to strengthen employee engagement and collaboration on behalf of N3B senior management
  • Perform additional duties and deliverables as determined by the Maintenance and Work Control Director

Minimum Qualifications (Knowledge, Skills, Abilities):

  • Broad understanding of principles, concepts and techniques in the field of maintenance, and in preparation of work packages for facility operations
  • In-depth knowledge of Integrated Safety Management Systems (ISMS) implementation, and OSHA requirements for safe work performance.
  • Knowledge of and experience with facility management including systems engineering design and maintenance, safety/authorization basis, configuration management programs, work control, facility control systems, major construction projects for new construction or infrastructure upgrades and renovations
  • Full understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures
  • Thorough understanding of integrated work management practices specific to maintenance, engineering and operations in work window T-12 through T-0 P6 schedules
  • Experience working with or within the N3B equivalencies of;
    • N3B-P300; Integrated Work Management
    • N3B-P315; Conduct of Operations
    • N3B-P950; Conduct of Maintenance
  • Able to adapt procedures, tools and/or equipment to meet specialized needs.
  • Able to perform duties and tasks that are varied and complex.
  • Able to serve as a resource to others in the resolution of problems and issues.
  • Ability to assist in orienting, training, assigning and checking the work of lower level employees.
  • Ability to communicate effectively (e.g., address concerns and provide updates regularly to keep team members informed and engaged).
  • Ability to motivate and inspire action and create a positive environment where people can excel.
  • Demonstrate language, mathematical, reasoning ability and computer skills necessary to perform essential functions of the job.
  • Proficient in MS Office (Word, Excel, PowerPoint and outlook)
  • Familiar with P6 scheduling format
  • Skill and ability to perform complex professional tasks independently, and to analyze and develop innovative solutions to problems.
  • Knowledgeable in event investigation to include fact finding, root cause analysis, and corrective action plan development and execution
  • Able to develop approaches for new or improved processes.
  • Ability to work with broad objectives, with latitude to determine safe, effective and efficient goal attainment
  • Able to obtain and maintain a Department of Energy security clearance.
  • Must be able to complete and maintain all training and qualifications required for the positions.

Education and Experience Required:

  • Bachelors' Degree combined with 18+ years' experience as specified in the DOD/DOE and Nuclear Facility Hazard Category criteria. That experience should include a minimum of 6 years of management responsibilities and 7 years of practical environmental remediation, construction and/or facility operations experience. Additionally, must have 4 years of nuclear experience.
  • Experience shall also be related to radiological contamination controls, facility deactivation and decommissioning, ecological concerns, and regulatory requirements associated with construction or facility operations projects, and familiarity with bargaining unit relations. A combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.

Working Conditions and Physical Requirements:

Assigned to perform work in an office environment and provides oversight of personnel in the field. Field hazards include heat and cold stress, noise, slips/trips/falls, etc. Job performance requires adequate visual acuity and manual dexterity for safely performing activities in a field environment.
