The Revenue Cycle Compliance Manager reports directly to the Associate Director of Revenue Cycle Compliance within the Office of Healthcare Compliance and Privacy (OHCP). The Manager is responsible for leading and managing the daily operations for revenue cycle compliance within the UCSF Healthcare Compliance program. This role ensures that the organization's hospital and professional services comply with all federal, state, and government payer documentation, coding, and billing regulations for UCSF Health and Campus. The Manager will execute strategic objectives pertaining to revenue cycle compliance and demonstrate that expected outcomes are continuously achieved. The Manager will be responsible for contributing to the development of revenue cycle compliance frameworks, overseeing a broad scope of revenue cycle compliance audits, and ensuring that appropriate compliance training and education programs are developed and delivered across the enterprise. They will work closely with cross-functional teams and leadership to address complex regulatory challenges, mitigate risks, and foster a culture of compliance. Identifies compliance issues, interprets relevant laws, statutes and policies, and recommends and/or leads corrective action plans and compliance projects. Leads a team of high functioning subject matter experts focused on revenue cycle compliance and education and training activities.

Special Conditions of Employment:

  • Ability to travel up to 20%, as needed, within and outside of the UCSF geographical area.
  • Ability to work flexible schedule, as needed.
  • Ability to work effectively in a remote environment.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $118,300 - $268,900 (Annual Rate).

Department Description

The University of California San Francisco Healthcare Compliance Program is responsible for implementation of an "effective compliance program," consistent with the U.S. Federal Sentencing Guidelines and guidance of the HHS Office of the Inspector General. The Program is responsible for the promotion of a comprehensive approach to compliance with health care laws, regulations, and policies across the UCSF healthcare enterprise, which includes a leading academic medical center, outpatient clinics, professional services, and clinical schools. The Program develops, implements, and enforces University policy related to UCSF clinical operations and supports methods of preventing and detecting inappropriate, improper, and fraudulent conduct in the furnishing of health care services.

Required Qualifications


  • Bachelor's degree in clinical or related area, and / or equivalent combination of experience / training in a professional and/or hospital revenue cycle setting.
  • One or more of the following: RHIA, RHIT, CCS, CPC, CCS-P
  • Advanced knowledge of Medicare and Medicaid program rules and regulations and experience applying to coding and billing of hospital and professional services.
  • Demonstrated ability to effectively supervise a team and to manage the complex workflow and multiple priorities involved with regulatory compliance in healthcare.
  • Strong knowledge of healthcare regulatory and compliance requirements, standards, analytics and reporting.
  • Strong knowledge of human resources management policies, with the ability to train, monitor, evaluate, and document personnel matters and performance, and participate in decision-making on personnel actions.
  • Strong analytical and critical thinking skills, with the ability to quickly analyze problems, determine appropriate level of intervention, and develop and apply effective solutions.
  • Strong interpersonal skills for effective collaboration with all levels of management and staff, to promote continual survey readiness, successful compliance practices, and ongoing fulfillment of accreditation and licensure requirements.
  • Strong written and verbal communications skills, with the ability to serve as an expert resource, to convey complex requirements in a clear and concise manner, and to produce comprehensive reports and analyses for a variety of audiences.
  • Ability to adhere to defined revenue cycle compliance program policies and standards including timely completion of assigned audits and projects.
  • Strong organizational and project management skills, with the ability to lead a team, prioritize tasks, and see projects through from inception to completion on schedule.
  • In-depth ability to collaborate effectively with senior staff and management across departments, providing advice and counsel on complex revenue cycle compliance issues of functionality, efficiency, and program development.
  • Increases attention and focus to complete several tasks simultaneously with ability to promptly transition from one task to another, as needed.
  • Strong interpersonal skills for collaborating effectively with managers and staff at all levels and across the organization, and with representatives of external regulatory agencies. Skills in coaching and mentoring peers.
  • Experience with coding and billing audit software.

Preferred Qualifications


  • Certification in Health Care Compliance (CHC) by Health Care Compliance Association (HCCA)
  • Experience with Encoder software (e.g., 3M, EncoderPro
  • Technical expertise in working with and troubleshooting technical issues that arise in coding/billing software systems.
  • Experience with Epic electronic health record system.
  • Experience in an academic and/or trauma level 1 medical center setting.

License/Certification


  • One or more of the following: RHIA, RHIT, CCS, CPC, CCS-P
