Testing Required:

Hybrid Role: Must be able to come on-site periodically and reside a commutable distance from the assigned work location.

Emergency Response: Yes - Must be available to perform a primary assignment in support of DTE's emergency response to storms or other events that impact service to our customers.

Job Summary

Leads a team of compliance employees that support DTE's regulatory requirements as defined by the North American Electrical Reliability Corporation (NERC), and the Federal Energy Regulatory Commission (FERC). Is responsible for leading DTE NERC programs which are the responsibility of the NERC Compliance Office. This includes establishing and maintaining policies and processes that fully support current and future regulatory requirements. Oversees the development and execution of DTE's annual NERC CIP training program, and ensures it meets regulatory requirements. Ensures timely delivery of the training to applicable DTE employees and contractors.

Span of Control: 3 to 6 individual contributor FTEs

Key Accountabilities
  • Acts as the key conduit for communications with DTE's NERC regulator Reliability First Corporation (RF). This includes ensuring DTE timely receives and acts upon requests RF makes for compliance activities, and communications to RF for violations to NERC standards by DTE.
  • Supports the establishment of DTE mitigation plans for NERC violations by participating in CI activities (AARs, RCAs, etc.) related to the incident. Monitors mitigation commitments made by DTE to RF and ensures timely submission of supporting evidence to RF.
  • Oversees the development and execution of DTE's Governance Risk and Compliance software to support the collection and maintenance of compliance evidence. This also includes providing internal customer support to all point of activity users of the software at DTE.
  • Assists in the planning, support, and coordination of NERC compliance audits across all impacted business units to ensure seamless audit responses to reduce possible non-compliance events.
  • Assists in the testing of NERC internal controls and compliance activities to assess compliance to NERC standards and requirements
  • Collaborates with legal and various business partners to monitor enforcement and improve overall operation of DTE's NERC reliability programs and processes.
  • Keeps abreast of NERC regulatory developments within or outside of the company as well as evolving best practices in compliance control.
  • Participates in benchmarking and collaborates with external peer utilities, Reliability First, and NERC to improve the NERC requirements.
  • Performs the accomplishment of the following core supervisor functions for a given group(s): planning, organizing, directing the performance of ongoing activities and special assignments, staffing (employee selection, training/coaching/mentoring and performance management), time entry, coordinating, reporting and budgeting.
Minimum Education & Experience Requirements

Bachelor's degree in engineering, engineering technology, computer science, or business with 5 years of job relevant experience in compliance experience (i.e., NERC CIP, NERC 693, Sarbanes-Oxley, etc.) or related operational experience in a regulated environment (i.e System Operations Center, Distribution Operations, Information Technology, Energy Supply, or Gas Operations).

Other Qualifications

Preferred:

  • Master's Degree in Engineering or job relevant discipline.
  • Leads the NERC Compliance and Reliability team to ensure adherence to North American Electric Reliability Corporation (NERC) standards and adherence to internal DTE NERC Compliance Objectives, which include objectives related to Compliance Monitoring, Internal Controls, NERC Audits, Potential Non-Compliances, Risk Identification/Management, NERC Critical Resource Plans.
  • Work with the cross-functional/cross-organizational team (NCO, ENS, DO) supporting NERC Compliance to ensure that performance targets in support of NERC Compliance Objectives are identified, managed, and communicated.
  • Ensures that programs and procedures are identified, documented, and sustained to meet NERC Compliance Objectives.
  • Effectively communicate challenges and risks related to our NERC Compliance Objectives to upper-level leadership, including the NERC Executive Committee (NEC), when necessary.
  • Previous experience with NERC Compliance, preferably NERC 693.
  • Previous experience participating in NERC Audits.
  • Previous experience in Relay Protection design, performance and/or testing.
