TRISTAR is seeking a Budget Analyst III for our upcoming government customer in Edgewood, MD
- The Budget Analyst III shall assist in the management of budget execution and prepare financial reports
- Analysts will review, update, and maintain the financial data necessary to independently track current and prior year acquisition program funding portfolios for all programs of record within the appropriate financial system
Position Responsibilities
- Be proficient in the use of automated financial systems, Comprehensive Cost and Requirement System (CCARS), General Fund Enterprise Business System (GFEBS), Defense Travel System (DTS), Microsoft Excel, etc.) to generate purchase requests and allocate funding to appropriate performers based on input from the Government lead
- Review, update, and maintain the financial data necessary to independently track current and prior year acquisition program funding portfolios for all programs of record within the appropriate financial system
- Track actual performance in JPEO-CBRND databases (i.e.,CCARS, Operational Data Store (ODS), GFEBS, (Standard Operation and Maintenance and Army Research and Development System (SOMARDS), Microsoft Excel, and Joint Service Chemical Biological Information System (JSCBIS) and other electronic end of the month budget reports to plan and update information
- Compile templates that are required to track program financial data/documentation (i.e., funding appropriated, obligated, and expended for each program of record and other applicable project efforts)
- Assist in the development of Program Objective Memoranda (POM) and Budget Year documentation (i.e., prioritization lists, functional support agreements, and Unfunded Requirements (UFRs)
- Work in conjunction with other budget/financial analysts to research appropriate DoD fiscal policies, guidance, regulations, statutes, and best practices to identify risks and develop alternative approaches to address assigned issues and challenges
- Analyze financial data between various government accounting systems to determine errors and submit correction packages to the Defense Finance and Accounting Service for input
- Assist with the research and reconciliation of all Joint Reconciliation Program/Dormant Account Review-Quarterly reports
Requirements
- Possess five (5) years of experience perfuming a full range of budget functions, applying an expert knowledge of financial management and program principles (i.e., policies, procedures, concepts, standards, terminology, and business operation systems) to execute assignments and projects in a DoD financial resource management office
- Briefing flag/Senior Executive Service (SES) level audiences
- Possess a familiarization and working knowledge of the DOD Instruction (DODI) 5000.1 acquisition processes and execution of funding, including appropriations associated with an acquisition program (i.e., RDT&E; Procurement (PROC); and Operations and Maintenance (O&M)
- Possess an understanding of Department of the Army (DA) audit requirements and have experience assisting in the response to audit testing and drafting standard operating procedures to institutionalize a climate of audit readiness
- Skilled in personal computing (e.g., spreadsheets, word processing, graphics, database management, communication packages, etc.), to include recent work in a DOD-relevant ERP financial system, such as GFEBS
- Possess the oral and written communication skills necessary to articulate information in a clear and concise manner, as well as strong organizational, interpersonal, analytical problem solving, leadership, and presentation skills
- Team-oriented individuals with the ability to handle multiple, high priority projects with keen attention to detail
- A motivated self-starter with the ability to perform duties and meet deadlines with minimal supervision
- Microsoft Office Suite of software applications (e.g. Outlook, Word, Excel, Power Point) to create and maintain documents and communications
- MUST be a US Citizen
- An ACTIVE Secret Clearance is required
