We're searching for a Proposal Manager who can take complex ideas, craft persuasive narratives, and manage the entire proposal process with prevision and creativity. The ideal candidate is a purpose driven strategic thinker with strong organization and communication skills and with some understanding of government contracting. This position is well-suited for someone who fully grasps the requirements of federal and state RFPs to lead effective and winning technical and pricing strategies. This person must be willing to work with the broad company and work well under pressure, meeting multiple and sometimes conflicting deadlines. This person will work closely with the leadership team to take opportunities from capture decision to contract award and help cultivate new opportunities.


What You'll Do:

  • Oversee capture planning, perform opportunity research, and coordinate the development and submission of proposals.
  • Coordinate with potential teaming partners, assessing new opportunities responding to various potential customer inquiries (i.e., Requests for Information (RFI), Requests for Proposals (RFPs), Requests for Quotes (RFQs), teaming requests, etc.), assisting in bid/no-bid recommendations, developing marketing materials, performing competitive assessments, and working closely with the leadership team to implement winning strategies.
  • Support Business Development and Sales with pipeline development, identification and tracking of new opportunities across different agencies and organizations.
  • Provide support in vetting opportunities, advising on the likelihood of winning, and providing competitive research.
  • Manage the proposal development process from the initial bid/no-bid decision through submission, including implementing improvements and reducing inefficiencies.
  • Track and ensure RFP responses meet all compliance requirements - deadlines, page limits, formatting, attachments, certifications, delivery specs, past performance, etc.
  • Manage a proposal team to submit winning proposals: Identify and communicate resource needs for proposals and effectively manage proposal timeline.
  • Perform final quality assurance on all proposal submissions.
  • Track, update and maintain proposal library to include past performance, relevant staff resumes, and administrative narratives.
  • Manage teaming relationships during proposal responses and with creating teaming relationships during capture process.
  • Coordinate the development and gathering of proposal content (text, graphics, past performance examples, resumes, etc.) by ensuring the right Subject Matter Experts are identified and assigned to develop and write proposal content in time to meet scheduled reviews.
  • Coordinate ad hoc, quick turnaround memo requests and facilitate correspondence with potential customers and teaming partners.
  • Prepare summaries and reports (e.g. # Submitted, # Won, # Lost and analysis of wins and losses) for strategic and operational plan updates.
  • Other relevant duties as directed in support of other Staff.


What You Bring:

  • Bachelor's Degree with a minimum of 3 years of relevant experience in capture management or proposal development.
  • At least 3 years of experience in a professional environment working with Government Contracts/Opportunities
  • Experience producing quality Federal government proposals.
  • Ability to work well under pressure, meeting multiple and sometimes conflicting deadlines.
  • Microsoft Suite and Adobe Suite experience required; advanced Microsoft Word skills preferred. Advanced Adobe Suite and Adobe Illustrator (or similar) experience desirable.
