Responsibilities

Arcfield provides systems engineering, integration, and digital transformation across space, air, land, sea, and cyber domains. Come join our GEOINT Ground team within the NRO's Ground Enterprise Directorate (GED) as a SETA contractor on the Geralt program. In this position as an Acquisition Technical Specialist, you will:

  • Assist government procurement agencies develop acquisition strategies, work statements, evaluation plans, and assess vendor qualifications.
  • Oversee the entire acquisition lifecycle for software development acquisitions, from pre-award planning through solicitation preparation, contract award, contract management, and eventual close-out.
  • Apply knowledge of the defense acquisition process in the analysis and improvement of acquisition process policy and procedures to devise strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation.
  • Assess system acquisition process issues, advise the government on risk reduction/mitigation approaches, and implement solutions for improving acquisition/program planning, control, and execution.
  • Develop acquisition plans, source selection documents (including evaluation criteria), Independent Government Cost Estimates, justifications and approvals, synopses, and requests for proposals/quotes/bids.

Qualifications

Required:

  • BS 10-12, MS 8-10, PhD 5-7
  • Must possess and be able to maintain a TS/SCI with Poly
  • Strong presentation, oral, and written communications skills, including the ability to produce clear, logical, and concise products to a government customer
  • Proven organization and interpersonal skills, and demonstrated ability to interface effectively via written and oral forums with personnel at all levels of government
  • Experience with commercial Atlassian tools (e.g. Confluence, JIRA) or ability to learn quickly
  • Minimum of five years supporting DoD/IC programs
  • Experience with the acquisition of software development contracts
  • Demonstrated performance as an individual contributor working across integrated customer/contractor project and functional teams to deliver capabilities

Desired:

  • Acquisition experience on small to large-scale software systems
  • Knowledge of SAFe or Agile frameworks
  • Understanding of how to draft and manage Systems Engineering requirements, including waterfall and agile methodologies
  • Understanding of Electro-Optical (EO) and/or Synthetic Aperture Radar (SAR) Mission Processing and Command and Control systems for GEOINT satellite ground systems
  • Understanding of EO and/or SAR GEOINT products and the image formation process
  • Understanding of common Systems Engineering documentation, such as Interface Control Documents (ICDs) and Requests for Change (RFCs)
  • Experience with Systems Engineering risk management, end-to-end systems engineering, ground architectures, and verification/validation (V&V) processes
