The Department of Housing's (DOH) mission is to expand housing access and choice and to ensure every Chicagoan has access to quality homes that are affordable, safe, and healthy. The Department pursues this mission in many ways, including investing in affordable housing developments, supporting low-income homeowners, and reinvesting in disinvested communities.

Housing Development Coordinator: Homelessness & Project Implementation (1 position)

DOH recently established a new team, the Implementation & Evaluation division, to take on three critical tasks: (1) managing new programs and special projects, (2) facilitating department-wide process improvement, and (3) fostering a culture of data-driven, outcomes-based program design. The I&E division seeks a Housing development Coordinator (HDC) to support various housing programs, primarily under Task 1, new programs and special projects.

Under direction of a Program Manager, the Homelessness & Project Implementation HDC will support the development of new non-congregate shelters and other forms of housing for people experiencing homelessness, the facilitation of applications to construct additional dwelling units, and other projects.

Housing Development Coordinator: Homeownership (1 position)

The Bureau of Homeownership seeks a HDC for Single and Small Multi-Family (1-4 units) Development. The HDC supports the planning, implementation, and oversight of city-led initiatives aimed at increasing the availability of affordable housing through the sale of city-owned land for the development of single-family residential properties. The role involves coordinating land disposition, managing developer engagement, ensuring compliance with city policies, and facilitating project execution.

Under direction of a Program Manager, the HDC will work closely with developers, community stakeholders, and city agencies to ensure successful project outcomes

ESSENTIAL DUTIES

* Provides technical and administrative support to housing programs and development projects

* Facilitates and coordinates development efforts for new construction, rehabilitation, and land sale projects

* Coordinates efforts with departmental divisions and government agencies to move forward construction, acquisition, and rehab developments

* Conducts and arranges site visits to developments as needed

* Oversees and coordinates planning and reviews programming to ensure proposed developments are compatible with departmental policies and plans

* Meets with community organizations, alderman and private developers to discuss concerns pertaining to proposed development projects

* Prepares executive summaries, budgets, reports, and ordinances to be presented at City Council proceedings

* Engages with program managers to connect opportunities for development with program participants

* Acts as liaison to external partners for reporting and vouchering

* Coordinates the contract renewal and ordinance process for housing programs and policies, as necessary

Additional duties may be required for this position

Location: 121 N LaSalle Street, 10th Floor

Days: Monday - Friday

Hours: 9:00am - 5:00pm

Qualifications

MINIMUM QUALIFICATIONS

* Seven (7) years of housing development program experience, OR

* Graduation from an accredited college or university with an Associate's degree in Public Administration, Business Administration, Social Sciences, Urban Planning, or a directly related field; plus five (5) years of housing development program experience, OR

* Graduation from an accredited college or university with a Bachelor's degree in Public Administration, Business Administration, Social Sciences, Urban Planning, or a directly related field; plus three (3) years of housing development program experience, OR

* Graduation from an accredited college or university with a Master's degree or Doctorate in Public Administration, Business Administration, Social Sciences, Urban Planning, or a directly related field; plus two (2) years of housing development program experience

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
