SENIOR MANAGER OF ENERGY SERVICES SUSTAINABILITY AND RESILIENCE CITY OF WORCESTER The City of Worcester seeks qualified applicants for the position of Senior Manager of Energy Services for the Department of Sustainability and Resilience. Under the direction of the Chief of Sustainability & Resilience, the position will contribute toward the implementation of the ambitious goals of the 2021 Green Worcester Sustainability and Resilience Strategic Plan (GWP). The Senior Manager of Energy Services plays a key role in helping the second largest City in New England, meet its goal of Net Zero City Operations (i.e. 100% net zero energy for municipal facilities) by 2030 through planning, budgeting and complete project lifecycle management and maintenance of a variety of energy projects to include solar PV systems, electric vehicle charging stations (EVCS), energy efficiency and renewable energy projects, and pre-construction and construction administrative tasks. This individual will advise on the development and implementation of potential community energy projects; contribute to toward the development of internal recommendations for adaptation/resilience strategies for critical city-owned buildings; review available studies and reports related to opportunities to reduce energy use and greenhouse gas emissions, and develop recommendations for solutions or courses of action; assist with development of grant applications; and assist with preparation of administrative budgets and budget analyses related to energy. Bilingual applicants are encouraged to apply. ESSENTIAL ELEMENTS:
- Lead full-cycle project management related to existing and new municipal energy projects, overseeing all stages from planning, budgeting and execution to delivery and post-project evaluation including municipal building electrification projects, and increasing the number of electric vehicles charging stations in municipally owned parking areas for the public and future municipal electric fleet. Develop, maintain and adjust as needed project plans and track the overall progress of projects including budgets, funding sources, project tasks, assignments and timelines. Review project closeout documentation for accuracy and compliance.
- Develop Requests for Proposals or Requests for Qualifications for a variety of energy related projects
- Act as an internal project manager for an upcoming multi-year Energy Savings Performance Contract for the a large portfolio of municipal facilities. Review major project deliverables, from initial Investment Grade Audit, through Design, Implementation and Measurement & Verification phases; coordinate facilities' access; and communicate with key project stakeholders.
- Oversee and initiate proper and accurate financial documentation such as standard memos, budgets, Purchase Order and Change Order requests, incentive applications, vendor payroll approval, invoice approval, etc. Review energy-related contracts for compliance and financial tasks, before sending to the Department Chief.
- Oversee operation, maintenance and repair contracts of the municipally owned EVCSs.
- Oversee operation, maintenance and repair contracts for 20+ municipal PV systems (roof-mounted and parking canopies, and one 8.1MW solar farm).
- Assist with identifying energy projects opportunities and associated funding sources available to a municipality and assist with enabling the feasibility of eligible projects by developing the scope and overseeing feasibility studies by consultants, as well as technical content for applicable grant applications.
- Provide input for the large municipal construction or rehabilitation projects managed by other departments, from building energy efficiency and renewable energy perspectives.
- Provide input toward development of internal recommendations for adaptation/resilience strategies for critical city-owned buildings (e.g. energy resiliency during outage, flooding, wind, etc.).
- Review and comment on submitted engineering/architectural plans as related to energy topics.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of the principles, practices and objectives of effective energy efficiency and renewable energy policy and projects, and an understanding of the values of the Green Worcester Sustainability and Resilience Strategic Plan.
- Knowledge of the principles of building energy analytics and diagnostics in order to reduce GHG emissions.
- Exceptional project management skill focused on process-oriented approach from project conception, through development, budgeting, procurement, implementation and close-out. Detail-oriented. Exceptional record keeping and document tracking skills.
- Ability to understand and master complex internal and external project approval processes related to administration and finance.
- Highly developed interpersonal, leadership and verbal and written communication skills. Ability to build and maintain relationships with diverse populations.
- Highly developed analytical and problem-solving skills.
- Ability to exercise considerable independent judgement in determining the best course of action during project development, design, procurement and construction, as well as ongoing maintenance of energy efficiency and renewable energy projects.
- Ability to administer and oversee contracts and manage vendors to execute energy projects.
- Working knowledge of MGL Chapter 25A, Chapter 30B, Chapter 149, and Chapter 149A.
- Thorough knowledge of electrical and mechanical building operation, construction and maintenance materials, practices, equipment and systems.
MINIMUM REQUIREMENTS:
- Bachelor Degree in Building Science, Engineering, Environmental Science, Project Management, or related field, OR,
o Any equivalent combination of education, training, and five (5) years of experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.
- Three (3) years of experience conducting project management from initiation to completion overseeing projects related to building energy efficiency, renewable energy, electrification, or related work including the planning, design, budgeting, and procurement phases as well as pre-construction and construction administration.
- One (1) year of experience with task/project management software.
- One (1) year of experience implementing common building ECMs (Energy Conservation Measures), including but not limited to HVAC upgrades and insulation.
- One (1) year of experience working with construction plans.
- Strong computer skills and knowledge of standard productivity software (MS-Office Suite, Adobe Acrobat, etc.)
- Ability to travel to off-site locations.
PREFERRED QUALIFICATIONS:
- Masters Degree in Building Science, Engineering, Environmental Science, Project Management, or related field
- Eight (8) years of experience conducting project management from initiation to completion overseeing projects related to building energy efficiency, renewable energy, or related work including the planning, design, budgeting, and procurement phases as well as pre-construction and construction administration.
- Two (2) years of experience overseeing municipal, state or federal construction/implementation projects, including experience reviewing and managing design, bidding, implementation and commissioning of projects.
- Three (3) years of experience working with construction plans.
- Certified Energy Manager (CEM) credentials, Certified Energy Auditor (CEA), Building Operator Certification (BOC), Home Energy Rating System (HERS), LEED, and/or similar credentials.
- OSHA 10 certificate
