DESCRIPTION

Experienced professional who knows how to apply theory and put it into practice with in-depth understanding of the professional field; independently performs the full range of responsibilities within the function; possesses broad job knowledge; analyzes problems / issues of diverse scope and determines solutions.

Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on categories of diverse scope and complexity where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Cultivates internal and some external contacts.

Key Responsibilities:

Strategic Sourcing & Value Analysis Department is responsible for supplier relations and all sourcing activities related to products for UC San Diego Health. The successful candidate:

  • Works closely with Procurement, Contracting, Supply Chain, clinicians, physicians, and leadership to identify sourcing needs and strategize UC San Diego Health business decisions to deliver best in class practices including clinical quality, cost and outcomes.
  • Analyzes spend and market trends and forecasts commodity / category spend optimization
  • Recommends procurement plans and strategies to support forecasted needs of commodity / category.
  • Applies sourcing and purchasing / procurement methodology to leverage annual purchase volume and rationalize supplier base to ensure benefits / savings to the Health System.
  • Recommends strategies for negotiating commodity / category purchase agreements based on thorough knowledge of market, pricing and terms.
  • Recommends strategies for cost reduction, supplier consolidation, quality improvements and process efficiencies.
  • Recommends supplier sourcing strategies to ensure best-in-class, timely delivery and cost competitiveness for commodity / category.
  • Leads small-scale sourcing events
  • Solicits, evaluates, and makes recommendations regarding proposals, quotations and tender submissions from suppliers in accordance with sourcing policy and legal compliance.
  • Executes small-scale contracts, conducts business reviews, and manages supplier relations

Understands that sensitive information should be shared on a limited basis and actively takes steps to limit access to sensitive information to individuals who have legitimate business need to know. Ensure that sensitive information is properly safeguarded. Follow all organizational policies and laws on data protection and privacy. This includes secure handling of physical and digital records and proper usage of IT systems to prevent data leaks. The unauthorized or improper disclosure of confidential work-related information obtained from any source on any work-related matter is a violation of these expectations. Required

MINIMUM QUALIFICATIONS
  • Bachelor's degree in business, healthcare administration or related area, and / or equivalent combination of experience / training.
  • Three (3) or more years of relevant experience.
  • Thorough knowledge of strategic sourcing policies, practices and systems.
  • Strong negotiation skills.
  • Thorough knowledge of sourcing commodity / category.
  • Strong ability to independently gather, organize, and perform analytical or sourcing assignments.
  • Strong listening and communication skills, including the ability to present information in a clear and concise manner verbally and in writing.
  • Strong organizational, meeting facilitation and decision-making skills.

Pay Transparency Act

Annual Full Pay Range: $85,400 - $156,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $40.90 - $75.10

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
