Position Summary |
The Behavioral Health and Criminal Justice Clearinghouse is housed in the David Ralston Center for Behavioral Health and Developmental Disabilities, a part of the Institute on Human Development and Disability in the College of Family and Consumer Sciences. The Clearinghouse will provide policymakers with the data they need to make sound decisions, will provide community members with data to better understand issues impacting their communities, and will be a repository for best practice reports, research, and policy papers. As the Clearinghouse develops, it will provide training and technical assistance to local communities and will develop model programs.
The Clearinghouse Director will cultivate innovation and drive data-driven reform in communities, in the state, and nationally. They will be responsible for developing, maintaining, and continually expanding and improving the Clearinghouse to meet the needs of diverse constituents in the state. They will lead the clearinghouse in: 1) Implementing data driven, cross-systems efforts to reduce the number of people with mental illnesses in jails; 2) Working to increase the number of jurisdictions that implement comprehensive criminal justice system and mental health collaborations, and 3) Supporting innovation in state policy to increase the availability of community-based treatment and services designed to reduce recidivism and support recovery for people with behavioral health needs.
The Clearinghouse Director will work with jurisdictions in Georgia, regionally, and nationally to improve outcomes for people with mental illnesses and substance use disorders who are at risk of justice system involvement or already involved with the criminal justice system.
They will engage in work focused on supporting statewide technical assistance and developing policy guidance as to how states and local government can work together to remove barriers and improve services to people with serious mental illnesses and co-occurring substance disorders to divert entry into the criminal justice system. They will support the policy work of the Department of Behavioral Health and Developmental Disabilities which includes key policy changes states can make to support the reduction of incarceration for people with mental health conditions, and other similar projects as they arise. This position will show successful growth in the implementation of programs, policies, and practices to improve the response to people with behavioral health needs and increase diversion from the justice system.

Knowledge, Skills, Abilities and/or Competencies |
- In-depth knowledge of behavioral health or criminal justice (preferable both)
- Excellent organizational and project management skills including managing timelines
- Excellent leadership and personnel management skills
- Excellent writing skills for a variety of audiences, including academic journals and community stakeholders
- Skill in designing and conducting qualitative and quantitative research
- Basic level skill in analyzing data using qualitative or quantitative research analysis methods including working with large databases, data cleaning and organizing
- Experience working with variety of clients, data sources, and datasets
- Knowledge or experience in using programs such as SPSS, NVivo, Power BI, Tableau, or similar applications
- Data visualization skills in preparing infographics, graphs, and charts to communicate evaluation or research findings in visually appealing reports
- Skill in conducting interviews, focus groups and surveys
- Excellent verbal communication skills, including skill in communicating findings and other information to key stakeholders
- Ability to work both independently and with multiple partners and stakeholders

Program Development:
- Conceptualize and oversee the design and creation of the Behavioral Health and Criminal Justice Clearinghouse.
- Work directly with behavioral health and criminal justice leaders, stakeholders, and grantees to support in their efforts to help communities address challenges at the intersection of behavioral health and the criminal justice system.
- Examine existing programs, policies, and practices and provide policy recommendations to behavioral health and criminal justice agencies.
- Conduct needs assessments to identify gaps and community needs; ensure that key stakeholders in the state have an opportunity to inform the development and growth of the Clearinghouse.
- Actively participate in ongoing evaluation of Clearinghouse programs and in making changes/improvements based on evaluative feedback.
- Engage in strategic planning and seek funding for identified priority initiatives.
- Ensure that key stakeholders in the state are aware of the Clearinghouse.

- Oversee the development of data collection measures and administration of those measures, including the collection of data from surveys, focus groups, interviews, and other sources.
- Support analyses of jail and behavioral health data and data on existing programs, policies, and practices.
- Identify existing data sources relevant to the Clearinghouse and negotiate for access to needed data.
- Conduct quantitative and qualitative research and literature reviews.

Outreach and Engagement:
- Oversee the conceptualization and development of deliverables (such as webinars, briefs, and learning communities).
- Build collaborations on the UGA campus, in communities across Georgia, at the state level, and nationally.
- Provide policy recommendations to counties for reducing the number of people with mental illnesses in jails and contribute to policy recommendations for states on how to assist counties in these efforts.
- Provide outreach training and technical assistance across the state related to the intersection between behavioral health and criminal justice coordinate with a team of expert consultants providing TA to the field.
- Write reports, papers, give state and national presentations at meetings and conferences.
- Presents research or program evaluation findings at partner meetings and at local, state, and national meetings and conferences to technical and non-technical audiences as needed.
