Overview

The Project Coordinator (OVW - End Abuse in Later Life) must enjoy working with the older population, aged 50 and older. This individual will be responsible for overseeing the grant funded program focused on preventing and responding to domestic violence, sexual assault, dating violence, and stalking. This position will work closely with local partners including Law Enforcement, States Attorney's Office & Judicial System, Adult Protective Services, Non-profit Violence Victim Service Programs and Sexual Assault Victim Service Programs, and local Agencies who serve the underserved population in Vermilion County. The coordinator must have good communication skills both verbal and written and be fluent with Microsoft Office. Must be able to collaborate with multiple organizations/agencies in multi-faceted efforts. Key responsibilities include, developing prevention strategies, coordinating victim assistance, organizing and conducting training for partners, and ensuring adherence to the OVW grant requirements and guidelines. This position also requires travel for OVW related training and reports to the Executive Director.

Responsibilities

  • Strengthen and sustain a comprehensive and coordinated community response to reports and substantiated cases of abuse, neglect, and financial exploitation of adults 50 years of age and older in Vermilion County and the City of Danville.
  • Lead and collaborate with MOU Partners including: the Vermilion County Sheriff's Office, the Division of Police for the City of Danville, the Vermilion County State's Attorney's Office, Crosspoint Human Services, and the Survivor Resource Center, and other community organizations providing services to victims of abuse in later life.
  • Coordinate training with MOU Partners and OVW, including 15 Vermilion County Sheriff's officers and 30 Danville Police officers in mandatory local training; 3 Sheriff's officers and 5 Police Officers in local advanced law enforcement training; 4 MOU Partners and Coordinator attending the Grantee Orientation, 2 prosecutors from the Vermilion County State's Attorney's Office in the Prosecutor's Course; and 1 judge from the Fifth Judicial Circuit in the Judicial Institute, 2 persons from CRIS (Coordinator and one other person) and 2 Persons from Survivor Resource Center will attend TOT for Direct Service.
  • Present individuals and the community with information about domestic violence and available victim services through outreach projects, community education meetings, and round-table forums. Conduct outreach meetings with community organizations, mandated reporters, healthcare professionals, agencies serving adults with disabilities, senior living facilities, and rural towns and villages to educate them about elder abuse, domestic violence and available victim assistance services.
  • Must have dependable transportation and be able to travel to and access to client's homes to include but not limited to: stairs, ramps, fences, being able to stand for an unknowing amount of time.
  • Ability to communicate clearly, both orally and in writing, with the older population, age 50 and over, and/or disabled individuals, age 18-59, who may have hearing and/or speech impediments, as well as, program employees, community organizations/agencies, professionals and community members. Must be able to clearly communicate face to face and on the telephone.
  • Must be able to organize and prioritize caseloads to meet required standards of the Adult Protective Services standards set by the Older American's Act, Adult Protective Services Act, OVW, ECIAAA and IDOA. To be able and willing to advocate/support each client based on individual needs.
  • Must be able to perform tasks required in FTF assessments, for the needs of clients who are a part of Adult Protective Services, Victimization, Senior Information Services, financial and social/health programs.
  • Ability to prepare intakes and review case files in an accurate and timely manner.
  • Ensure that OVW contractual obligations are met by CRIS and each MOU Partner, ensuring that all commitments are fulfilled and maintained. Engage community stakeholders/MOU Partners by facilitating a planning process to develop a strategic plan for outreach and services to older victims of abuse.
  • Produce and implement a strategic plan for outreach, public awareness, education, training, inter-agency protocols, and services to victims that will ensure a comprehensive and coordinated community response to end abuse in later life.
  • Must be able to perform face to face assessments of CRIS clients. Must be able to assess client needs including, physical, social, health, emotional/mental health and financial. Determine the needs of the client and have knowledge of appropriate intervention services to provide protection and to advocate/support client to the extent the victim wants assistance and to be able to communicate the need to petition the court should the victim lack capacity to self-determination.
  • Be able to coordinate as well as complete documentation for all clients and provide appropriate outreach assistance. Be able to complete the required reporting by each due date in an accurate and professional manner.
  • Perform duties related to compliance reviews and correction plans should the need arise. Work closely with the Director of APS/Quality Assurance to ensure appropriate communication between programs on common clients to minimize individuals being missed for essential services.
  • Be aware of client eligibility requirements and client rights and for APS, SIS, VCVA, MONEY MANAGEMENT and/or Caregiver support/grandparents raising grandkids. Attend meetings as assigned by the Executive Director.
  • Work closely with other Community agencies and organizations to coordinate services, including joint client meetings when appropriate. Refer abusive situations in which the victim needs the court system/law enforcement to determine orders of protection, charges in relation to a criminal offense against the victim, removal from a dangerous situation and/or guardianships to the Violent Crime Victim Assistance Coordinator and be able to effectively communicate the need and rationale as well as support the victim through the court processes.
  • Complete accurate and relevant paperwork that supports the decisions made and to be able to meet time frames and deadlines to ensure the victim is being protected to the fullest capabilities the law, resources and the victim allow.
  • Provide advocacy to victims by using the direction of the victim or working in the best interest of the victim as well as discuss cases with the Director of APS/Quality Assurance as outlined in the IDOA Adult Protective Services Standards. Make appropriate referrals to other agencies and to programs administered by CRIS to meet the needs of clients.
  • Provide community education programs to increase awareness of services available to victims and their abusers. This must be done independently and in cooperation with other agencies. Become and stay familiar with services, resources and programs offered in the community for victims of abuse.
  • Actively seek and find people aged 50 and over in Vermilion County who may need services, through communication with law enforcement, State's Attorney's office and the judicial system. As a Mandated Reporter the Coordinator will create a report on behalf of any victim unable to do so for them self.
  • Ensure intakes are completed for all suspected abuse, neglect, financial exploitation and self-neglect issues when the alleged victim is unable to make a report on their own behalf. All other duties as may be assigned by the Executive Director of CRIS.

Compensation and Benefits

The compensation range for this position is $21.02per hour - $35.1per hour. This represents a good faith minimum and maximum range for the role at the time of posting by Carle Health. The actual compensation offered a candidate will be dependent on a variety of factors including, but not limited to, the candidate's experience, qualifications, location, training, licenses, shifts worked and compensation model.
