Overview
Nakupuna Consulting is looking for a Functional Analyst II - Knowledge Management. This position will focus on capturing, organizing, and disseminating functional knowledge within an organization to improve efficiency and decision-making on the Navy Personnel and Pay (NP2) project. NP2 is personnel and pay system based on a PeopleSoft 9.2 solution utilizing the HCM, FSCM, and Global Payroll modules, potentially with focus on Human Resources, Profiles, Time and Labor, General Ledger, Accounts Receivable. Be able to seamlessly combine the skills of a technical writer and a systems analyst -- capable of diving into the NP2 PeopleSoft HCM system to analyze its functionality and ensure that the documentation accurately reflects the system's processes and operations. Documentation includes but not limited to Functional Design Documents (FDD), Business Process Models (BPM), and Standard Operating Procedures (SOP). Encourages the use of formal knowledge-sharing programs and assists users in using knowledge-sharing technology. Audits knowledge base for completeness, identifies gaps in shared information, and works with subject matter experts to access or develop missing information. Ensures information is technically accurate and consistently updated. Manage and take responsibility for the work tracking tool and ensuring that work tickets are thorough, and data is accurate. Provides leadership, coaching, and/or mentoring to subordinate a group.

Assist in developing a robust roadmap strategy for implementing Knowledge Management that builds on industry best practices and leverages tooling and process advancements
- Identify information assets that are meant to be shared and develops channels for distributing that information internally and/or externally.
- Identify and capture valuable knowledge, including tacit knowledge (knowledge held within individuals) and explicit knowledge (documented information)
- Experience understanding infrastructure and operations data to enable KPI measurements
- Analyze how knowledge is being used within the organization and identify areas for improvement.
- Working closely with the development team to perform knowledge transfer of software features
- Responsible for updating and managing tasks in the work tracking tool accurately and timely
- Analyze NP2 system to learn functional capabilities and perform QA activities to ensure documentation reflects online system functionality
- Contribute to the development, review, and maintenance of contract deliverables and project documentation
- Interact with team members to understand and document NP2 HR, Payroll and Payroll Accounting business applications and processes
- Serve as primary author of various technical and functional documents and project deliverables (e.g., Functional Designs, Business Process Maps, User Training Guides, system configuration documents, etc.)
- Assist the Product Manager to ensure that work tasks are completed on time
Qualifications
Skills/Qualifications:
- Proficient understanding of knowledge management principles and best practices, and of Agile methodologies and Scrum framework.
- Experience with knowledge management tools and technologies.
- Excellent communication and interpersonal skills.
- Strong organizational and time-management abilities.
- A proactive and problem-solving mindset.
- Ability to work collaboratively in a team-oriented environment.
- Be self-motivated and self-monitoring, ad hoc reporting, ability to work seamlessly in a team environment or with autonomy, strength in multi-tasking and organization.

Education and Experience:
- Bachelor's degree from an accredited institution, or equivalent relevant business experience
- 2-4 years of experience working in a software development or IT environment
- Prefers experience as a technical writer with proven experience creating supporting documents to communicate complex and technical information more easily
- Experience in or work for the U.S. military or Department of Defense is also highly desirable.
- Jira and Confluence experience a plus.
- PeopleSoft HCM and/or FSCM Modules.
- Interacted with business users directly to collect requirements, create requirements documents, and functional specification documents for system improvements.
- Worked closely with technical teams to translate functional specifications into technical solutions.
- Created functional design documents and standing operating procedures (SOPs)
Clearance: A background investigation at the T3 level is required, as this is not currently a classified position. Must be a U.S. citizen. Work Location: Work location will be in Arlington, Virginia 2 days on-site with a hybrid option.
