Description

The primary responsibilities include conducting energy audits, calculating energy savings, managing energy projects, monitoring utility usage and costs, reporting on environmental impact, and implementation and maintenance of the Arapahoe County Energy and Water Conservation Program (EWCP). The Energy Program Manager will also play a crucial role in advising on energy efficiency technologies and practices.


Duties

  • Conduct energy audits to identify areas for improvement and analyze energy consumption patterns.
  • Develop and implement energy efficiency strategies, policies, and programs to reduce energy consumption and costs. Benchmark energy consumption against best practice guidelines. Create energy policies and procedures for efficient facility performance while demonstrating group facilitation skills.
  • Manage energy-related projects, including energy efficiency upgrades, renewable energy installations, and building automation systems.
  • Manage energy procurement processes, including negotiating contracts with energy suppliers.
  • Monitor energy consumption data, track performance, and generate reports to track progress and identify areas for improvement. Ensure compliance with relevant energy regulations and standards.
  • Promote and implement sustainability initiatives, including renewable energy projects and waste reduction programs. Communicate with internal and external stakeholders about energy performance and sustainability initiatives. Provide training and education to employees on energy conservation and sustainability practices.
  • Manage energy-related budgets and ensure cost-effectiveness of energy efficiency projects including processing utility invoices. Assist in preparing annual department budget including maintenance and capital improvement projects. Serves as an effective technical resource for Facilities and Fleet Maintenance staff and consultants, by providing guidance and expertise on energy related issues.
  • Develop and implement solutions for carbon management and reduction. Explore and implement renewable energy sources.
  • Carry out site inspections and completing energy surveys.

Skills, Abilities and Competencies:
  • Ability to effectively communicate in English language, both verbally and in writing and follow oral and written instructions, including presentations and training. Ability to effectively communicate with Commissioners, Directors, FFM Leadership, team members, tenants and vendors.
  • Considerable knowledge of HVAC systems, plumbing and irrigation, and building systems/equipment along with the associated controls.
  • Considerable knowledge of energy/water conservation measures and their implementation, tracking and reporting.
  • Ability to analyze departmental budget and expenditures to identify trends, problems or other issues and to project annual expenses.
  • Ability to analyze, understand and interpret energy rate structures, bills and related information.
  • Ability to read and operate computer software programs and use them as a tool for detecting normal or abnormal building operations.
  • Ability to read and interpret blueprints, drawings, equipment specifications, and control sequences.
  • Ability to become proficient in the use of financial software program to research financial data, compile financial reports, and process invoices for payment.

Requirements

Education and Experience:

  • Bachelor's degree from an accredited 4-year college
  • Minimum of five (5) years progressively responsible experience in energy management, facility engineering, or facility management
  • Any equivalent combination of education and work experience that satisfy the requirements of the job may be considered.
  • Experience with public speaking and conducting internal staff training.

Preferred Education and Experience:
  • Bachelor's degree preferably in engineering, energy resource management, facilities management or related field.
  • Certified Energy Manager (CEM) or Energy Manager In Training (EMIT) or willingness to acquire within first two years of hire.
  • Experience with Energy CAP Software.
  • Experience with Building Automation Software.
  • Experience with identifying and executing grants.
  • Leadership in Energy and Environmental Design Accredited Professional (LEED AP) credential.
  • Experience in public sector energy and water conservation programs

Supplemental Information

Pre-Employment Additional Requirements:

  • Must successfully pass pre-employment testing which may include acceptable motor vehicle record (MVR), background check, physical capabilities examination, and drug screen.
  • Possession of a valid Class "R" Colorado Driver's License or the ability to obtain one within two weeks of appointment.
  • Will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check.

Post-Employment Requirements:
  • Successful completion of bi-annual Colorado Justice Information System (CJIS) training.
  • Position is deemed essential, and incumbents must be available for winter storm and other emergency events including evenings, holidays and weekends.

WORK ENVIRONMENT:
  • Work is performed in all County facilities both indoors and outdoors with occasional exposure to inclement weather, dust, grease, chemicals, fumes, etc. Hazards present in this position are inherent in the occupational area of Mechanical HVAC, Electrical and Plumbing.
  • Work locations and hours are subject to change based on business needs.

PHYSICAL DEMANDS:
The following are some of the physical demands commonly associated with this position.
  • Spends 60% of the time sitting and 40% of the time either upright or walking.
  • Occasionally lifts, carries, pulls or pushes up to 25 lbs.
  • Occasionally uses cart, dolly, or other equipment to carry in excess of 25 lbs.
  • Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
  • Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
  • Visual capacity enabling constant use of computer or other work-related equipment.
  • Physical capacity to safely operate County vehicles and machinery.
Definitions:
Occasionally: Activity exists less than 1/3 of the time.
Frequently: Activity exists between 1/3 and 2/3 of the time.
Constantly: Activity exists more than 2/3 of the time.
