Primary Purpose of Organizational Unit |
The primary purpose of this University Police Department is to enforce local, state laws, and to protect lives and university property; patrol the campus, to prevent crimes through high visibility; to investigate crimes occurring on the campus and to respond to emergency situations.
Sworn officers within the police department have the powers and authority vested in peace officers as authorized by the General Statutes of North Carolina. Such powers and authorities are granted for the purpose of enforcing North Carolina state laws, 74G, preserving peace at the University, suppressing disturbances, preventing crimes, and apprehending offenders. |
Description of Work |
The primary purpose of the Police Commander is to manage all functions of the Police Operations Division, a key operational unit within the overall Police Department. Specific responsibilities of this position are to 1) manage the deployment of uniformed officers to ensure the campus is regularly patrolled and safe and; 2) supervise the follow-up and investigation of reported crimes, ensuring that case management and investigative services are managed effectively. The Police Captain is responsible for delivering patrol and investigative services in accordance with nationally recognized standards. |
Competencies/Knowledge Skills, and Abilities Required in this Position |
Ability to monitor preliminary and follow-up investigations for compliance with legal procedures and departmental policy. Ability to assess training needs for effective operation of equipment. Knowledge and management of community policing efforts.
Ability to establish performance standards. Ability to develop inspection/monitoring system to check compliance. Understanding of operational standards and ability to identify operational errors and recommend actions to correct.
Ability to interpret new laws, ordinances, rules, and policies for staff and confirms understanding of same. Ability to respond in a timely and appropriate manner to internal and external communications.
Ability to formulate and implement policy for division. Ability to identify measures and indicators of performance and identify actions needed to improve or correct performance relative to goals.
Ability to analyze division operations through sampling, on-scene observation, and surveys and recommend changes |
Minimum Training and Experience |
A minimum of a bachelors degree or greater and 7 years of sworn law enforcement officer exeprience or an associate degree and 9 years of sworn law enforcement officer experience. At least two years of the experience must have been in a supervisory role equivalent. |
